PURPOSE. This pamphlet has been compiled to provide guidance to <br />local governmental agencies and individuals who desire to construct <br />facilities within the limits of a floodway which has been constructed by <br />the Corps of Engineers and for which local governmental agencies have <br />t~e responsibility for operation and maintenance. The Corps of Engi- <br />neers retaL~s the right to approval on all improvements which are passed <br />over, under, or through the walls, levees, improved channels, or flood- <br />ways of such projects. <br /> <br />2. APPLICABILITY. This pamphlet applies to all flood protection works <br />which have been constructed by the districts of the Corps of Engineers <br />Southwestern Division and for which a letter of assurances agreeing to <br />the operation and maintenance of the floodway has been furnished the <br />Corps of ~ngineers by the local sponsor. <br /> <br />3. GENERAL CRITERL~. <br /> <br />a. Plans and specifications for the proposed work will be submitted <br />to the Operations Division of the appropriate Corps of Engineers district <br />via the local sponsor sufficiently in advance of construction to allow <br />adeq~te time for review comments and approval. Proposals should be <br />discussed with the district office at the concept level prior to prepa- <br />ration of plans to avoid major revisions. Concept proposals may be <br />submitted to the Engineering Division via the local sponsor for review. <br />The proposed construction starting date should be furnished prior to <br />initiation of work. <br /> <br />b. Approved construction methods will be practiced to minimize <br />erosion at the construction site. <br /> <br />c. 'Jhen construction work is in progress in a floodway, a request <br />from the contractor for changes in regulated releases will be considered <br />on an individual basis only, Normally, regulated releases from upstream <br />lakes for evacuation of floodwaters, water supply, recreation, or other <br />pur?oses considered to be in the best interest of the public will have <br />first consideration. <br />
