,(

Collins r:
. ~'I
'\.~'\"""LiPPis ~ ;
Butt~rw h:'

(Colo) Local ,r4~'
lu~tb

..l
"

Metal Stoplogs for the Las Animas
Protection Project

SWACO-OP

Cll, Engrg Div.

Ch, Const-opns Div.

24 January 1979
Collins/mdm/2722

1. The Las AniJ:las Local Protection Project vas completed 17 June 1978. The
design L~cluded a stop-log closure structure at the Santa Fe Railway crossing
near the west end of the levee. The stoploga are treated timbers, but have
already warped and checked excessively, to the extent that proper placement
in the near future is doubtful.

2. A trial erection of this closure structure was required, and vas done on
25 July 1978. Messrs. Schwalbe and Volturo, Trinidad ResO observed, and
commented:

"Anticipate varping - in some caseS as much as 1,;" (additional) warp
will cause jamming of the stoplogs for installation."

"Aluminum Stop logs were suggested - they would be more expensive but would
not have to be replaced periodically,
and could be handled by 2 persons, and
would seal tighter."

3. Design of the Holly (Colorado) Local Protection Project i8 now complete and
includes two stoplog closures, One across Highway 50 and one across the rai1road.
Doth structures will employ galvanized steel stoploss, fabricated from 14 gauge
rolled channel sections. This current deSign seems highly desirable over the
timber stop log concept used at Las Animas.

4. It is requested that 3 third set of steel stoplogs be furnished as a separate
bid item in the Holly contract. They are to be furnished to the Las Animas Local
Protection Project sponsor, (the Arkansas River Conservancy District), to replace
the timber stoplogs. It is further requested tlUlt delivery of the Las Animas
steel stop logs be made not later than 90 days after contract award, to provide
reliable flood protection in the 1979 season.

5. Funds in the amount of $6,000.00 appear to be avaUable in the Las Animas
Colorado Local Protection Project (BE~~I) as shown in the 31 December 1973 report
for Status of Appropriations and Work Allowances (3011).

6. TIlis matter has been verbally coordinated between Frank Collins, Opus,
Carloa Salazar and Norm Flaska, Engrg.

RICHARD D. BLUM, P.E.
Chief, Constructlon-operatlons Division

!r
