Inlet and outlet channels are open; <br /> <br /> <br />All drainage structures through the levee shall be inspec~ed <br />frequently during ~lood periods to see whether seeoage is taking <br />place aIour the lines of contact with the embankment. Immediate <br />steps shall then be taken to correct any adverse condition. <br /> <br />b. naintenance. Adequate measures shall be taken to insure <br />that inlet and outlet channels are kept open, that trash, drift, <br />or debris is not allowed to accumulate near the drainare struc- <br />tures and that areas used for ponding for temporary stora~e of <br />interior runoff during flood periods are not allowed to fill <br />with silt, debris and dumped material. Flap and manually <br />operated gates on drainage structures shall be exa~nedt lubri- <br />cated and trial onerated at least once every 90 days. Periodic <br />inspection shall be made hy the superintendent to be certain <br />that: <br /> <br />1. Conduits, gates, operatin~ mechanis~s, rinrap and <br />headwalls are in good condition; <br /> <br />3. Care is being exercised to prevent the accumulation of <br />silt, debris, and dumped material in the ponding areas and trash <br />and debris near the structures; <br /> <br />4. Erosion is not occurring adiacent to the structures <br />which mi~ht endan~er their water tightness or stability. <br /> <br />Immediate steos shall be taken to repair damage, replace missing <br />or broken Darts, and remedy any adverse conditions disclosed by <br />such inspections. <br /> <br />3-~3. Closure Structure. In compliance with CorDs of Engineers <br />nolicv, a contractual agreement between the AT&SF Railwav Company <br />and the Arkansas River Conservancy District was executed on 21 Sep- <br />tember lQ77. <br /> <br />This document ~ives the Conservancy District the right to operate <br />and maintain a levee "ith a stoolog structure across the Railway <br />Company's tracks and to close the structure to railroad traffic <br />during flood emergencies. Trial erection of the stoplogs is also <br />allowed annually or when the Conservancy District changes key <br />ooerating personnel. Approval from railroad officials must be <br />secured prior to effecting trial or emergency closures in the <br />manner orescribed by the signed agreement. A copy of this docu- <br />ment is included in Apoendix B for reference. <br /> <br />a. Operation. Closure of the stop log structure shall begin <br />when flooding in the Arkansas River rises to 1 foot below the <br /> <br />III-3 <br />
