Federal Emergency Management Agency
Washington, D.C. 20472

CERTIFIED MAIL
RETURN RECEIPT REQUESTED

IN REPLY REFER TO:
Case No.: 95-08-072P

The Honorable Homer Page
Chairperson, Boulder County Board
of Commissioners
P.O. Box 471
Boulder, Colorado 80306

Community: Boulder County, Colorado
Community No.: 080023
Panel Affected: 0140 C
Effective Date of
This Revision:

MAY 2 2 1995

102-I-A

Dear Mr. Page:

This is in response to a request for a revision to the effective Flood Insurance Study (FIS) and National
Flood Insurance Program (NFIP) map for your community. Specifically, this responds to a letter dated
January 10, 1995, from Mr. Curt Parker, Water Resources Engineer, Boulder County Transportation
Department, regarding the effective FIS report and Flood Insurance Rate Map (FIRM) for the
unincorporated areas of Boulder County, Colorado. Mr. Parker submitted data in support of a March 29,
1994, request from The Honorable Ronald K. Stewart, former Chairperson, Boulder County Board of
Commiss ioners. Mr. Stewart had requested that we revise the effective FIRM to show the effects of fill
and excavation in the floodplain associated with the construction of Goose Haven One N.U.P.U.D.
Subdivision and more detailed topographic information along Boulder Creek from just upstream of to
approximately I mile upstream of North 107th Street (U.S. Highway 287).

All data required to complete our review of this request were submitted with Mr. Stewart's March 29
letter and Mr. Parker's January 10 letter. All fees necessary to process this Letter of Map Revision
(LOMR), a total of $1,610, have been received.

We have completed our review of the submitted data and the flood data shown on the effective FIRM,
and have revised the FIRM to modify the elevations and floodplain boundary delineations of a flood
having a I-percent probability of being equaled or exceeded in any given year (base flood) along Boulder
Creek from just upstream of to approximately 1 mile upstream of North 107th Street (U.S. Highway 287).
The fill and excavation associated with the construction of the subdivision have caused the base (IOO-year)
flood elevations (BFEs) to decrease throughout the revision area; the maximum decrease is 0.9 foot
approximately 2,100 feet upstream of North 107th Street (U.S. Highway 287). The Special Flood Hazard
Area (SFHA) increases in some areas and decreases in other areas because of the fill and excavation
operations and more detailed topographic information. All SFHA increases are contained on the
community's property.

The modifications are shown on the enclosed annotated copy of FIRM Panel 0140 C and Profile
Panels 23P and 24P for Boulder Creek. This LOMR hereby revises this panel of the effective FIRM and
the Flood Profiles in the PIS report, both dated July 3, 1990.
