<br />Developmental Policies <br /> <br />With reference to the administration of flood plains, the act provides <br /> <br /> <br />that flood plains shall be administered so as to minimize significant <br /> <br /> <br />hazards to public h~althand safety or to property; open space activities <br /> <br /> <br />shall be encouraged; structures shall be designed in terms of use and <br /> <br /> <br />hazards; disposal sites and systems shall be protected from inundation <br /> <br /> <br />by floodwaters; and activities shall be discouraged which, in time of <br /> <br /> <br />flooding, would create significant hazards to public health and safety <br /> <br /> <br />or to property. <br /> <br />In the model flood plain regulations, adopted by the Colorado Water <br />Conservation Board, the statement of purpose is to promote the public <br />health, safety and general welfare by provisions designed to: <br /> <br />The act further provides that after promulgation of guidelines for land <br /> <br /> <br />use in flood plains by the Colorado Water Conservation Board, the flood <br /> <br /> <br />plain shall be administered by local governments in a manner which is <br />consistent with the flood plain guidelines. <br /> <br />Concerning the designation of flood plains, the Colorado Water Conser- <br /> <br /> <br />vation Board, acting in cooperation with the Colorado Soil Conservation <br /> <br /> <br />Board, is charged with the primary responsibility for <br /> <br />I. Making recommendations to local governments and the <br />Colorado Land Use Commission. <br /> <br />2. <br /> <br />Providing technical assistance to local governments. <br /> <br />17 <br /> <br />1. <br /> <br />Permit only such uses within the designated flood plains as <br />will not endanger life, health, public safety or property in <br />times of flood. <br /> <br />2. <br /> <br />Prohibit the placement of fill, materials and structures <br /> <br /> <br />which would significantly obstruct flood flows to the <br /> <br /> <br />potential damage of others or cause potentially damaging <br /> <br /> <br />debris to be carried downstream. <br /> <br />3. <br /> <br />Protect the public from the burden of avoidable financial <br /> <br /> <br />expenditures for flood control projects and flood relief <br /> <br />measures. <br /> <br />4. <br /> <br />Prevent avoidable business and commerce interruptions. <br /> <br />5. <br /> <br />Minimize damages to public utilities, streets and bridges. <br /> <br />6. <br /> <br />Minimize victimization of unwary home and land purchasers. <br /> <br />7. <br /> <br />Minimize the pollution of water 'by prohibiting the disposal <br /> <br />of garbage and other solid waste materials in flood plains. <br /> <br />18 <br />
