<br />historic townsite of Gothic on the East River. The draft master plan for <br />RMBL{I} allows for a maximum of 170 residents, researchers, and students <br />to be residing at the laboratory at anyone time. The facilities are <br />currently operated at full capacity. There are no plans to raise these <br />limits for the foreseeable future. RMBL holds a U.S. Forest Service <br />Special Use Permit for 2324 acres surrounding Gothic. <br /> <br />Water Use <br /> <br />RMBL receives its summertime domestic water supply from Gothic <br />Spring on Gothic Mountain and from springs in the Copper Creek drainage. <br />Gothic Spring provides the majority of the summertime supply but is not <br />operated during the winter. The smaller Copper Creek water system <br />operates all year. Both systems are pressurized by gravity and tested <br />frequently, but do not require any water treatment {Ralph Clark personal <br />interview, September 16, 1987}. <br /> <br />Incorporated within the Gothic Mountain water delivery system is a <br />micro-hydroelectric facility which provides lighting for several RMBL <br />buildings. RMBL holds absolute decrees in the amount of 0.5 cfs for the <br />Gothic pipeline and the RMBL hydroelectric power plant. <br /> <br />B.3 COLORADO RIVER WATER CONSERVATION DISTRICT <br /> <br />The Colorado River Water Conservation District (CRWCD) is a <br />political subdivision of the State of Colorado, and was formed by the <br />General Assembly in 1937 to conserve and put to beneficial use the waters <br />of the Colorado River in Colorado. The District includes all or part of <br />15 counties west of the Continental Divide and north of the crest of the <br />San Juan Mountains.
