<br />B-17 <br /> <br />IJ COOD364~+ <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />8.2.4.5 Upper Gunnison River Water Conservancy District <br /> <br />The Upper Gunnison River Water Conservancy District (UGRWCD) was <br />formed on July 9, 1959 for the purpose of protecting and conserving the <br />water resources of the Upper Gunnison River Basin. The UGRWCD is <br />administered pursuant to Article 45 of Title 37 of the Colorado Revised <br />Statutes, otherwise known as the Water Conservancy Act of Colorado. <br /> <br />The UGRWCD's activities are administered by a Board of Directors who <br />represent agricultural, municipal, and other groups interested in the <br />beneficial use of water, who are property owners, and who legally reside <br />in the District. The directors are appointed to four year terms by the <br />local district court. <br /> <br />Since its inception, the UGRWCD has represented the interests of the <br />Upper Gunnison Basin in negotiations with the Bureau of Reclamation <br />concerning the size, location, and benefits to be derived from the <br />development and operation of Blue Mesa, Morrow Point, and Crystal <br />Reservoirs. In the 1960's, the UGRWCD served as the local sponsoring <br />agency for the proposed Upper Gunni son Project whi ch was studi ed at a <br />reconnaissance level by the USBR. The District holds conditional water <br />rights for proposed water storage and conveyance faci1 ities throughout <br />the basin including a number of those addressed in the Upper Gunnison <br />Project studies. <br /> <br />The UGRWCD has also historically served to represent and protect the <br />interests of the Upper Gunnison Basin in connection with proposals by <br />others to develop out-of-basin diversions. <br /> <br />At the present time, the UGRWCD does not operate water facilities <br />from which water assessments or water sales are made. The majority of <br />its revenues are derived from property taxes which are levied against the <br />total assessed valuation of all property within the District. The <br />UGRWCD's Board of Directors is authorized to establish the necessary mill <br />
