<br />Crystal Dam, Reservoir. and Power Plant. The 225-ft high Crystal <br />Dam is a double-curvature, thin arch structure. It is 29 ft wide at <br />the base and 10 ft wide at the top, with a crest length of 635 ft. <br />It contains 154,000 cubic yards of concrete. The 26,000 af capacity <br />reservoir has a surface area of 0.5 square miles at full pool. The <br />power plant has only one generating unit and is capable of producing <br />28,000 KW. <br /> <br />The general location of these project facilities is shown in Figures <br /> <br />B.1. <br /> <br />B.2.3 Hydroelectric Facilities <br /> <br />B.2.3.1 Ouray Hydroelectric Facility <br /> <br />The Ouray Hydroel ectric Power Plant was origi nally constructed in <br />1903 by the Ouray Electric Power and Light Company (OEP&L). In 1913 the <br />OEP&L was integrated into the Western Colorado Power Company. The plant <br />was taken out of service in 1972 due to a mechanical failure attributed <br />to a lack of maintenance. In 1975, the Colorado Ute Electric Association <br />(Colorado Ute) purchased the Western Colorado Power Company and its <br />assets, including the Ouray hydro facility. <br /> <br />The facility is located on the Uncompahgre River and the powerhouse <br />is located within the Town of Ouray (See Figure B.l). It is listed by <br />the Federal Energy Regulatory Agency (FERC) as having an installed <br />capaci ty of 700 KW with a gross head of 437 ft. It is a run-of-ri ver <br />type facil ity consisting of a diversion dam, penstock and powerhouse. <br />Power is produced utilizing a Pelton type turbine. <br /> <br />Co 1 orado Ute refurbi shed the plant and restarted commerci a 1 <br />operation in 1983. They report (personal communication) that it is <br />presently operating at 500 KW.
