<br />served, there is one use that predominates. For purposes of discussion, <br />therefore, water suppliers and physical facilities have been classified <br />by the predominant use they serve. For example, the Ridgway Reservoir at <br />the Dallas Creek Project allocates approximately 25 percent of its stored <br />water for agricultural purposes but is included in the M&I classification <br />since that is the predominant allocation of its water. <br /> <br />B.2.2 Regulatory Facilities <br /> <br />B.2.2.1 Wayne N. Aspinall Storage Unit <br /> <br />The Wayne N. Aspinall Storage Unit (Aspinall Unit) forms a portion <br />of the Colorado River Storage Project (CRSP) and is owned and operated by <br />the USBR. This unit is comprised of three storage reservoirs located on <br />the main stem of the Gunnison River. These reservoirs are: Blue Mesa, <br />Morrow Point and Crystal. <br /> <br />The unit is located in Gunnison and Montrose Counties along the <br />40-mil e sect i on of the Gunni son Ri ver between the Ci ty of Gunni son and <br />the Black Canyon of the Gunnison National Monument near the City of <br />Montrose. Construction of the Aspinall Unit was authorized by Public Law <br />84-485 on April 11, 1956. <br /> <br />All of the four CRSP units, including the Apina11 Unit, perform two <br />major functions. Their primary function is to regulate streamflow so <br />that water commitments to the Lower Colorado River Basin can be met in <br />dry periods without curtailment of the development of water uses allotted <br />to the Upper Basin. They also produce hydroelectric energy. Power <br />revenues in excess of operating costs and reimbursable construction costs <br />are available to assist in the repayment of CRSP participating projects; <br />for example, the irrigation costs of projects that are beyond the payment <br />abil ity of the irrigation water users. Transmission of the electric <br />power to load centers is a cooperative effort of existing public and <br />private utilities and the USBR.
