Specifically, this responds to a letter dated <br />September 12, 1995, from Mr. Dan Bunting, Regional Floodplain Administrator, Pikes Peak Regional <br />Building Department, regarding the effective FlS report and Flood Insurance Rate Map (FIRM) for the <br />unincorporated areas of El Paso County, Colorado. With his letter, Mr. Bunting provided additional <br />infonnation to support his August 16, 1995, request for a Letter of Map Revision (LOMR). Mr. Bunting <br />requested that the Federal Emergency Management Agency (FEMA) revise the effective FIRM to show <br />the effects of revised topography and improved roadway crossings at Galley Road and Powers Boulevard <br />along Sand Creek between East Platte Avenue and the Colorado & Eastern Railroad (C&ERR). <br /> <br />All data required to complete our review of this request were submitted with Mr. Bunting's August 16 and <br />September 12 letters, and a letter dated September 26, 1995, from Mr. Richard N. Wray, P.E., Principal, <br />Kiowa Engineering Corporation. Because this LOMR shows the effects of a publicly sponsored flood- <br />control project that reduces flooding to existing development, fees were not assessed for the review. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and <br />have revised the FIRM to modify the elevations and floodplain and floodway boundary delineations of a <br />flood having a I-percent chance of being equaled or exceeded in any given year (base flood) along Sand <br />Creek from Powers Boulevard (county limits) to the C&ERR. <br /> <br />As a result of this project, the base flood elevations (BFEs) decreased from just upstream of Powers <br />Boulevard to just upstream of Waynoka Road. The maximum decrease in BFE, 7 feet, occurs just <br />upstream of Powers Boulevard. The width of the Special Flood Hazard Area (SFHA) increased and <br />decreased along the entire revised reach. The maximum increase in SFHA width, 35 feet, occurs at <br />Waynoka Road. The maximum decrease in SFHA width, 80 feet, occurs approximately 350 feet upstream <br />of Waynoka Road. The floodway width decreased along the revised reach. The maximum decrease in <br />floodway width, 50 feet, occurs approximately 470 feet downstream of the C&ERR. The SFHA and <br />flood way boundary delineations shifted slightly to include areas in the west overbank not previously <br />
