<br />. <br /> <br />. <br /> <br />SCOPE OF WORK <br /> <br />FLOOD WARNING SYSTEM <br />CITY OF FORT COLLINS <br />LARIMER COUNTY, COLORADO <br />Flood Hazard Mitigation Feasibility Study <br /> <br />December 3, 1997 <br /> <br />Contractor <br />For the purposes of this project, the consulting engineer (Contractor) shall be the firm of <br />Lidstone & Anderson. Inc, The Colorado Water Conservation Board (CWCB) is the project <br />owner, The maximum State funding to the Contractor for this project is $3025.00, <br /> <br />Summary of Reauested Work <br />The Contractor shall perform field investigations, technical analyses, report writing, and other <br />tasks necessary to complete selected portions of the desired engineering proj ect. The engineering <br />project for this Scope of Work is the Flood Hazard Mitigation Feasibility Study (project) for the <br />flood warning system for the city of Fort Collins, Colorado, Completion of this project will be <br />performed through a cooperative effort by the Contractor, the CWCB, and the City of Fort <br />Collins. Project assignments and responsibilities are outlined in a later section of this Scope of <br />Work. <br /> <br />Auilioriw . <br />According to Section 37-60-106(1)(c) of the Colorado Revised Statutes, the Colorado Water <br />Conservation Board has the power and duty: <br /> <br />"... to devise and formulate methods, means and plans for bringing about the <br />greater utilization of the waters of the state and the prevention of flood damages <br />therefrom.., " <br /> <br />Proiect Location <br />The project area is located in northeastern Colorado, within the corporate limits of the City of <br />Fort Collins, Fort Collins is an incorporated city within Larimer County. A vicinity map of the <br />Fort Collins area is attached as Figure 1. <br /> <br />Floodine: Problems and Floodine: Historv <br />Flooding problems in Fort Collins are caused by a variety of factors including multiple flooding <br />sources ranging from small swales to the Cache la Poudre River, multiple causes such as <br />thunderstorms, general rains and snowmelt, some inadequate storm drainage systems, irrigation <br />canals that convey floodwater from one watershed to another, some areas of flat topography, and <br />some man-made flow obstructions that block the natural drainage courses (Le, railroad <br />embankments, highway embankment, county roads, etc.), Many of the city's floodplains have been <br />identified, either on the city's Flood Insurance Study (FIS) or in studies conducted by the city, <br />Some of those flooding sources experience flash flooding, with very short warning times available <br />to protect vulnerable citizens. Other flooding sources experience flooding that occurs more slowly <br />and provides more lead time for emergency preparations. Floods in Fort Collins generally occur <br /> <br />1 <br />
