4. Development policies of any municipality can and should limit the
availability of services in areas of high n';od risk.

One example of this reasoning was the existence of many trailer courts
in the flood plain of the South Platte when the 1')65 flood occurred. In
addition to the damage <:tnd loss to and of the house-trailers, tht>y floated
against bridges downstream and s'lbsequent water pressure against the
trailer s, ultimately dallOaged many of the bridg"s.

Stream channelization for land reclamation is another exalnple of an
expensive and unattractive solution even when done properly as a continuous
project and especially when allowed to be done piecemeal over a period of
time.

CO~CLUSIO~

In addition to the exhibits furnished for the Grasslands Seminar of
July 2,!, 1'}76, tllis report includes a small maE showing the entire wate.r..-
shed which was the object of this stud~ It was actLlally excerpted from an
SCS General Soil Map of Elbert COLlnty dated July 1972 and is intended to
shuw the phy::;icJ.l locatiun 01 the study area. In addition thiB niap shows
that ~r()m a flood-prodLlcing point of view,_ the watershed of Running Creek
can be considered a~J;.':'od" watershedin that ~Jong and narrow with,,?,
side tributaries therefore has a favorable ratio between the water travel
time and the land area.
