<br />I <br />I <br />I <br /> <br />66 <br /> <br />To short-cut the review time procesS, it is recommended that the report be <br />submitted immediately to the DRCOG Urban Drainage Advisory Committee, and <br />following that, to the Steering Committee. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />B. Approval of Plan <br /> <br />The master plan for drainage should be approved by lA, IB, IC. lH. and 2A, <br />2B, 2G, and 5A, and 5B. <br /> <br />C. Initial Implementation <br /> <br />The master plan report for South Boulder drainage shouid be provided to <br />all remaining agencies. <br /> <br />The City and County Bui lding Departments should note all waterways and <br />should withhold issuance of building permits in and along the waterways <br />descri bed. <br /> <br />The City land acquisition officer should commence the determination of <br />ownerships of all properties along and adjacent to all waterways described <br />in the report for both the City and County. The list of County property <br />owners should be provided to the County Planning Department. <br /> <br />A presentation should be made to the Board of Zoning Adjustment of both <br />the City and County as an educational effort so that these boards are made <br />fully aware of the potential adverse consequences of allowing imprudent <br />variances along the waterways. <br /> <br />!I <br />I <br />'I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The City and County parks offices should review all waterway routes to <br />determine long-range park needs in these areas and their future land re- <br />quirements should be made known to IE. The master plan report shoul d be <br />presented to the budget officer for both the City and the County for re- <br />view and for development of familiarity with the major drainage plan budget <br />requ i rements. <br /> <br />The Director of DRCOG should write letters to 3B, 4A, 4B, 4c, 4D, 4E, and <br />4F, outlining the project requirements and the part of each of these agencies <br />could conceivably play in execution of the project. <br /> <br />The Planning Department of the City and of the County should furnish the <br />FHA regional representative with a copy of the report requesting that he <br />and the VA representative become familiar with the waterway locations and <br />that they cooperate in regard to review and approval of subdivisions and <br />other building development along the waterways. The City and County must <br />adopt flood plain regulations and should designate all waterways shown in <br />the Report in accordance with the flood plain regulation so that the overlay <br />zoning can be applied to these lands as quickly as possible. <br /> <br />Coordination would be established with the State Department of Highways re- <br />lative to their use of excavation material as new highway fill. <br />
