From 15th Street Upstream <br /> <br />a. Minimal Channel Work. Some erosion protective works would <br />be constructed to protect homes and minimize debris trans- <br />port downstream. <br /> <br />b. Channel Rectification. Proper channel cross section would <br />be established which would include disruption of certain <br />home arrangements. <br /> <br />2. 15th to 17th Streets <br /> <br />An open channel would be established with wide top width and a <br />small sediment trap. <br /> <br />3. 17th to Outfall Poi nt <br /> <br />a. Construct underground conduit to Skunk Creek down King <br />Street. <br /> <br />b. Construct underground conduit east on King Street to 18th <br />Street and then to Bluebell Canyon Creek to the north. <br /> <br />IV. SKUNK CREEK <br /> <br />1. E.S.S.A. Land and Cemetery <br /> <br />A series of sediment detention ground level ponds with flood hydro- <br />graph detention capability would be constructed downstream from <br />Kohler Reservoir. The ponds would be landscaped to provide a park- <br />like appearance. Opportunity exists here for gravel sales and the <br />"synergistic" approach to solid waste disposal in the event that <br />the Federal government was willing to cooperate. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />A channel would be excavated to carry the 100 year flow down to <br />the cemetery land In a slow manner. Bermlng would be used as needed <br />to provide additional protection to the E.S.S.A. labs, such pro- <br />tection approaching that for the maximum probable flood occurrence, <br />if found to be reasonable. <br /> <br />Crossing of the cemetery is fraught with land problems, and because <br />of that, a containment approach would be utilized whereby berms <br />would be built at the perimeter where needed to guide the water to <br />the proper downstream outlet at 22nd and King Avenue. Within the <br />cemetery, water would be allowed to spread freely. <br />
