Box 791 <br />Boulder, Colorado 80302 <br /> <br />Re: South Boulder Major Drainaqeways <br /> <br />Dear Mr. Dieffenderfer: <br /> <br />The report entitled <br />Boulder," in two volumes <br />with Purchase Order Nos, <br /> <br />"Urban Storm Drainage Major Drainageways Planning, South <br />is attached. The assignment was undertaken in accordance <br />94, 1324, and 1393, <br /> <br />The Master Plan represents major drainageways having 12,1 square miles of tribu- <br />tary basin and lengths of 13.67 miles. The drainageways are extensive, and the effort <br />needed to develop them will be large. The final decision on whether or not to proceed <br />with the work is very properly a decision of the residents. However, no reasonable <br />decision can be made without having the facts at hand, and this would include the <br />financing strategy as well as the alternate to the drainageways, i ,e., no work. Photos <br />from May of 1969, some of which are in this report, would be useful in understanding <br />the latter, <br /> <br />Most of the drainageways covered in this report are theoretically under the <br />jurisdiction of the Urban Drainage and Flood Control District, which was created by <br />an Act of the State Legislature in 1969. It is recommended that you coordinate the <br />City's efforts, and those of the County of Boulder, with Mr, James Quinn, Executive' <br />Director of the District. <br /> <br />The Master Plan utilized fully the Urban Storm Drainaqe Criteria Manual, both <br />in pol icy and in technical criteria. The environmental design team employed for <br />South Boulder drainage included Dr. John Sheaffer, Mr. Joe Shoemaker, and the writer, <br />all of whom were involved in the preparation of the Drainaqe Manual. <br /> <br />The drainage basins in South Boulder consist of about 46 percent of greenbelt <br />and mountain park land plus some rural development land in Bear Canyon Creek basin. <br />The benefits derived from the City's having purchased the greenbelt land in recent <br />years are substantial from the drainage standpoint because, had these lands been <br />urbanized or if these lands were subject to urbanization, the drainage and flood <br />control problem downstream of the greenbelt lands would be considerably more exten- <br />sive and complicated. It is particularly fortuitous that the greenbelt lands were <br />acquired in the upper reaches of the basins and prior to the preparation of this <br />Master Plan. <br /> <br />The plan for major drainage in South Boulder was developed with strong considera- <br />tion given to multi - use -- multi - purpose concepts. These concepts include <br />controlled ground water tables, lower cost streets, improved traffic flow, better <br />
