O.ahs District <br />215 North 17th Street <br />Omaha, HE 68102.4978 <br /> <br />Dear John. <br /> <br />Ve have completed a preliminary assessment/analysis of the alternative. as <br />outlined in our revised Scope of Work and based on our past telephone <br />conversations. It is our understanding that the priaary goal of the California <br />Bend project is the enhancement of existing migratory vaterfowl habitat which <br />would include improvement of nesting, feeding, and resting habitat. This could <br />be accomplished by increasing aquatic bed/emergent wetland area and quality. and <br />maintaining appropriate water levels in the backwater areals). Secondary goals <br />include the restoration of riverine fish spawning, feeding. and rearing by <br />providing a hydraulic cOMection to the lIissouri River, and improvement of <br />management ability. <br /> <br />As a part of our evaluation and analysis, and at your suggestion, we contacted <br />IIr. Ed Weiner of the Iowa DNR to discuss the suitability of the site for creating <br />waterfowl habitat. IIr. Weiner expressed his concerns about the viability of the <br />alternatives under study. IIr. Weiner's concerns include the following. <br /> <br />o The large acreage of open water at both the De Soto National Wildlife Refuge <br />and the Tyson Island State Vildlife area may compromise the value of <br />converting the land use on California Bend from vegetated wetlands to open <br />water. <br /> <br />o Be feels it is unlikely that any created chutes on this site could replicate <br />the prechannelization croll-section (sandban, variable depths, etc.), and <br />therefore, their functional value would be miniaal. <br /> <br />o Diverting the alternate water supply to the backwater area could pOSlibly <br />introduce large sediaent loads to the site, thereby filling the ezisting and <br />proposed shallow water wetlands. Aho the voll.llle of water in the channel <br />would provide only minimal flushing of the wetlands. <br /> <br />o If a low level sill were built along the river to flood the south".st corner <br />of the lite, sediments entering the basin from the river would accWlulate <br />behind the sill and eventually fill the area. <br /> <br />1.HN1J'Ol1S, MIl A1\ANTA.
