<br />III. OPERATING BUDGET <br /> <br />A. FY 86-87 Operating Costs <br /> <br />The actual operating cost of the satellite-linked monitoring system for <br />FY 86-87 was $193,774. The projected budget was $232,741. A detailed break- <br />down of expenditures is given in Table 3. Approximately 80% of the $38,968 in <br />cost reductions were under four variable cost line items: <br /> <br />ll..E.M <br /> <br />IV-C. Replacement of Damaged/Vandalized Hardware <br /> <br />A contingency fund of $16,000 was set aside to cover <br />the costs of replacing damaged/vandalized hardware. The <br />cost to replace the remote data colection hardware at <br />only one station is approximately $5,500. During FY <br />86-87, naturally occurring damage and vandalism were <br />less than expected. <br /> <br />III. Training <br /> <br />Training costs in the area of hardware operations <br />and maintenance and in software utilization training <br />were Significantly reduced by decentralizing training <br />sessions and consequently lessening travel/per diem <br />costs for Division staff. 'DEC system training was <br />postponed due to work loads. <br /> <br />IV-8. Service Costs <br /> <br />The Sutron Corporation provided an extended warranty <br />covering several malfunctioning components in their Data <br />Collection Platform. <br /> <br />11-8. Long Distance (Water Commissioners) <br /> <br />Water commissioner central computer on-line time <br />will increase at such time as water supplies return to <br />normal or below normal. <br /> <br />REDUCTIONS <br />$10,200 <br /> <br />$7,522 <br /> <br />$7,483 <br /> <br />$5,432 <br /> <br />It is necessary to point out that certain indirect costs in operating the <br />system are also realized. These indirect costs as per the accounting system <br />utilized by the state of Colorado, are absorbed by the Division of Water <br />Resources. These indirect costs amounting to an estimated $86,240 per year, <br />are as fo 11 ows: <br /> <br />1. Manpower to maintain the monitoring network <br />7 divisions/30 hours per month @ $12 per hour <br /> <br />-61- <br /> <br />$30,240 <br />
