INTRODUCTION <br /> <br />GENERAL <br /> <br />This manual was prepared by the St. Paul District. U.S. Army Corps of <br />Engineers. in cooperation with the Minnesota Department of Natural Resources. <br />for the Building Code Division of the Minnesota Department of Administration. <br />Significant contributions to the draft preparation and review were made by <br />Wehrman-Chapman Associated, Minneapolis, Minnesota, under contract, and by <br />the Pittsburg District, Corps of Engineers. <br /> <br />The Building Code Division has the responsibility for overall administration <br />of the State Building Code which became effective on July 1, 1972. In <br />January 1974 a model code entitled "Flood-Proofing Regulations" published <br />by the Corps of Engineers in June 1972 was adopted by reference, with minor <br />amendments. and incorporated into the State Buildin9 Code. The Corps model <br />code included performance standards which provide a basis for evaluating the <br />effectiveness of flood-proofing of individual structures. <br /> <br />This administrative manual is designed: <br /> <br />1) To provide administrative assistance to municipal building officials <br />in the implementation of flood-proofing provisions of the State <br />Building Code. <br /> <br />2) To serve as a guide to engineers, architects, builders, and others <br />involved in the planning. design, plan review. and construction of <br />flood-proofed structures in flood plain areas. and <br /> <br />3) To provide guidelines for administering flood-proofing regulations <br />as part of a comprehensive flood plain management program. <br /> <br />PRINCIPALS OF FLODD-PROOFING <br /> <br />Flood-proofing includes those methods of construction which. when applied to <br />structures or properties. will prevent or mitigate damage from floods. <br />Flood-proofing measures may be included in the design and construction of new <br />structures or in the modification of existing structures. They are categorized <br />in Section 301.3.8 of the Flood-Proofing Regulations as ermanent (requiring no <br />action at the time of flooding to put the measures into effect , contingent <br />or partial (requiring minimal pre-flood action). and emergency or temporary <br />(accomplished just prior to or during an actual flood). Typical flood-proofing <br />measures include the elevation of structures above flood levels. anchorage of <br />structures to resist flotation and horizontal displacement by floodwaters, <br />reinforcement of concrete and masonary walls and floors to resist water pressure. <br /> <br />-- <br />
