The lowest floor level below the main floor of a building. <br /> <br />Building Code. The Minnesota State Building Code setting forth standards <br />for the construction, addition, modification, and repair of buildings and <br />other structures for the purpose of protecting the health, safety and <br />general welfare of the public. <br /> <br />First Floor. That floor which is level with or immediately above the main <br />point of entry into the building. For residences, it i~ additionally that <br />floor which comprises the main living area of the dwelllng. <br /> <br />Flood Plain. The area, usually low land adjacent to a watercourse which has <br />been or hereafter may be covered by flood water. For administrative purposes <br />in Minnesota the flood plain is considered to be the area inundated upon oc- <br />currence of the lOO-year frequency flood. <br /> <br />Flood Proofing. A combination of structural provisions and/or other changes <br />and modifications incorporated in the design and/or construction of individual <br />buildings, structures and properties subject to flooding, primarily for the <br />reduction or elimination of flood damages. <br /> <br />Flood Fringe. That portion of the flood plain outside of the floodway but in <br />an area in which flood damage can occur if structures are not flood-proofed <br />or elevated above the regulatory flood datum. <br /> <br />Flood Protection Elevation or Flood Protection Level. See reg~latory Flood <br />Da tum. <br /> <br />Floodway. The channel of the watercourse and those portions of the adjoining <br />flood plain which are reasonably required to carry and discharge the regulatory <br />fl ood. <br /> <br />Habitable Room. A space used for living, sleeping, eating or cooking, or <br />combination thereof; but not including bathrooms, toilet compartments, closets, <br />halls, storage rooms, laundry and utility rooms, cellars, and similar spaces. <br /> <br />Human Intervention. Activation of flood pro~ection systems by manual effort <br />during floods as opposed to activation by automatic means. <br /> <br />Hyd~raph, Staoe. A graph, for a given point, sho~ing flood stages, depicted in <br />feet above mean sea level or gage height, plotted against stated time intervals. <br /> <br />Main Floor. See First Floor. <br /> <br />Municipality.
