..

Federal Emergency Management Agency
Washington, D.C. 20472

CERTIFIED MAIL
RETURN RECEIPT REQUESTED

IN REPLY REFER TO:
Case No.: 00-080.()45P

The Honorable Phil Stewart
Mayor, City of Federal Heights
2380 West 90th Avenue
Federal Heights, CO 80221

Community: City of Federal Heights,
Colorado
Community No.: 080240
Panels Affected: 08001C0307 G and 0330 G
Effective Date of
This Revision: FEB 07 2(D)

102-I-C

Dear Mayor Stewart:

This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
Flood Insurance Rate Map (FIRM) for Adams County, Colorado and Incorporated Areas (the effective
FIRM for your community), in accordance with Part 65 of the National Flood Insurance Program (NFIP)
regulations. In a letter dated November 5, 1999, Mr. Stan Szabelak, P.E., City Engineer, City of Federal
Heights, requested that FEMA revise the FIRM to show the effects of placement of fIll on the south side
of Tributary L to Niver Creek (Tributary L) associated with the Nort1unoor Subdivision development from
just upstream to approximately 1,000 feet upstream of Huron Street. This request also included updated
hydrologic and hydraulic analyses that incorporated more detailed topographic information to reflect
existing watershed conditions along Tributary L from just upstream to approximately 2,200 feet upstream
of Huron Street. This request follows up on a Conditional Letter of Map Revision issued on June 29, 1998.

All data required to complete our review of this request were submitted with letters from Ms. Ann K.
Woods, P.E., Carroll & Lange, Inc., and Mr. Szabelak.

We have completed our review of the submitted data and the flood data shown on the effective FIRM. We
have revised the FIRM to modify the floodplain boundary delineations of the flood having a I-percent
chance of being equaled or exceeded in any given year (base flood) along Tributary L from just upstream
to approximately 2,200 feet upstream of Huron Street. As a result of the modifications, the width of the
Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood, for Tributary L
increased in some areas and decreased in other areas. All increases in SFHA width are a result of more
detailed topographic information and are contained within the developer's property. The modifications are
shown on the enclosed annotated copies of FIRM Panel(s) 08001C0307 G and 08001C0330 G. This Letter
of Map Revision (LOMR) hereby revises the above-referenced panel(s) of the effective FIRM dated
August 16, 1995.

The modifications are effective as of the date shown above. The map panel(s) as listed above and as
modified by this letter will be used for all flood insurance policies and renewals issued for your community.

A review of the determination made by this LOMR and any requests to alter this determination should be
made within 30 days. Any request to alter the determination must be based on scientific or technical data.
