<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />\1 <br />I <br /> <br />SECTIINTHREE <br /> <br />Program Plan <br /> <br />3.1 PROGRAM PLAN - OBJECTIVES <br /> <br />In keeping with the Program Vision described in Section Two, the State of Colorado's Business <br />Case Plan endorses the following objectives. <br /> <br />· Perform a 2-phased statewide needs assessment on a yearly basis in order to determine <br />the upcoming year's restudy and map update priorities. The first phase of this needs <br />assessment process will be quantitative and will identify the top 25 percent of counties <br />eligible for funding. (For FY '08 the top 50% of counties will be identified.) The second <br />phase will be a qualitative analysis of only those counties within the top 25 percent (the <br />top 50% for FY '08). <br /> <br />· Conduct pre-scoping community outreach activities, with the culmination being Initial <br />Coordination Meetings. Counties being considered for possible floodplain studies and <br />map updates, including municipalities in those counties, will be visited for two purposes. <br />The first purpose will be to provide them with information about the work involved in <br />preparing floodplain studies in their communities. The second purpose will be to <br />determine preliminarily the local mapping needs, the available resources for map updates, <br />and the general readiness of local officials to play their part in the preparation of a <br />countywide DFIRM study. <br /> <br />. Perform Scoping Meetings in coordination with FEMA, the engineering consultants, and <br />impacted communities within each county that is to be studied, once pre-scoping <br />activities have adequately prepared all involved parties. The process will conclude with <br />the completion of a Scope of Work for each county that is being mapped. <br /> <br />. Work with the engineering consultants and local officials to produce maps that meet <br />FEMA's technical and graphical requirements within the agreed upon timeframe, while <br />simultaneously utilizing local resources and meeting local needs. <br /> <br />. Establish and manage an Internet-enabled distribution system that will allow users to both <br />view and access the digital data used to produce the Digital FIRM. Ultimately this <br />system should support the submittal of new data to be reviewed and considered for future <br />map upates and revisions, including the processing of LOMRs. <br /> <br />In addition to the yearly production goals mentioned above, the CWCB seeks to achieve the <br />following long-term goals as Map Modernization progresses. <br /> <br />. Assume responsibility for ongoing, periodic maintenance of Colorado DFIRMs. <br /> <br />. Continue and enhance outreach to the public and communities (counties and <br />municipalities ). <br /> <br />. Update the Business Case Plan on a yearly basis. <br /> <br />. Produce data in a consistent statewide format (NA VD 88, NAD 83, UTM) that can be <br />used to produce a statewide base map and scoping tool to facilitate flood hazard mapping <br />in the future. <br /> <br />. Produce and publish multi-hazard data (primarily flood hazards and debris flows) in <br />support of FEMA's multi-hazard objective. This includes the creation and maintenance <br />of a statewide GIS environment that will support and encourage mapping of other hazard <br /> <br />Colorado Business Case Plan - March 2004 3-1 <br />
