May through June - Approve finalized contract, initiate map updates for DFIRMs <br />funded in the current FY, and attempt to maintain a maximum one-year schedule to <br />produce preliminary DFIRM products. <br /> <br />. July through following June - Complete preliminary DFIRM products. <br /> <br />. Ongoing - Update prioritization list to reflect map update needs that are addressed when <br />new DFIRMs become effective. Post effective FIRM and FIS information on the Internet <br />as it becomes effective. <br /> <br />The schedule above has been altered considerably for FY '04 to meet FEMA's expectations <br />while taking account ofthe fact that CWCB staff time from July 2003 through February 2004 <br />was occupied with three major activities: <br /> <br />o Establishment of the Colorado Map Modernization Program; <br /> <br />o Implementation of the FY '03 mapping projects; and <br /> <br />o Completion of the Business Case Plan. <br /> <br />The proposed FY '04 schedule is shown below: <br /> <br />. March 2004 - Perform Initial Coordination Meetings <br /> <br />. March through mid-April 2004- Compute and submit cost estimates <br /> <br />. April 2004 - Reevaluate statewide needs <br /> <br />. Not Needed Because BCP Report Just Completed - Updating scoping tools, etc. <br /> <br />. April 2004 - Receive funding notification from FEMA <br /> <br />. Mid-April through May 2004 - Conduct Scoping Meetings and finalize Scopes of <br />Work <br /> <br />. May through June 2004 - Approve finalized contracts; initiate map updates <br /> <br />. July 2004 through June 2005 - Complete preliminary DFIRM products <br /> <br />Through the implementation of the above schedule and the procedures outlined in this Plan, the <br />CWCB intends to partner with FEMA to meet Colorado's floodplain mapping goals and to help <br />FEMA achieve the following Map Modernization goals: <br /> <br />o Achieve effective program management <br /> <br />o Build and maintain mutually beneficial partnerships <br /> <br />o Expand and better inform the user community <br /> <br />o Establish and maintain a premier data collection and delivery system <br /> <br />Colorado Business Case Plan - March 2004 <br /> <br />2-3 <br />
