<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SECTIGNTWO <br /> <br />Program Vision <br /> <br />2.1 PROGRAM VISION <br /> <br />The CWCB'S Floodplain Mapping Program is the foundation of floodplain information <br />activities in Colorado, including FEMA mapping activities. The CWCB, in cooperation with <br />UDFCD for the Denver metropolitan area, will act as the coordinating and implementing agency <br />for the Colorado component of FEMA's nationwide Map Modernization Program, providing <br />accurate digital floodplain management tools and flood insurance information to as many <br />Colorado residents as possible. A high emphasis will be placed on areas where existing flood <br />hazard information needs to be updated and revised, on areas where flood hazard risk is high, <br />and on areas where future development is anticipated. CWCB will strive to maximize state and <br />local resources to complement FEMA and funding while simultaneously ensuring that floodplain <br />mapping is being performed in a fair and equitable manner throughout Colorado. <br /> <br />2.2 COLORADO'S VISION FOR PARTICIPATION IN MAP MODERNIZATION <br /> <br />The CWCB, in conjunction with the UDFCD for counties within the UDFCD's jurisdiction, is <br />coordinating Colorado's Floodplain Mapping Program in keeping with State and local goals and <br />in accordance with FEMA guidelines. The addition of Map Modernization activities to the <br />existing state program will be accomplished by implementing the following program <br />, management objectives: <br /> <br />. Assess flood mapping and other hazard needs within Colorado on a yearly basis. <br /> <br />. Update the Business Case Plan, the prioritization parameters, and the prioritized list of <br />studies on a yearly basis. <br /> <br />. Educate the public on the risk that flood hazards pose as well as proper floodplain <br />management practices and partner with municipalities to collect accurate base map and <br />flood hazard information. <br /> <br />. Perform community outreach activities, including Initial Coordination Meetings in <br />counties being considered for possible flood studies, and conduct Scoping Meetings that <br />lead to completion of flood studies and map updates based upon the yearly needs <br />assessment and prioritization, maximizing local ownership of these products. <br /> <br />. Provide new and updated digital flood hazard data to Colorado residents through the <br />Internet and other appropriate means, taking full advantage of local digital responses. <br /> <br />. Compile the digital data into a statewide base map database for use as a scoping and <br />assessment tool, and to facilitate flood hazard mapping activities in the future, <br /> <br />. Evaluate conditions and make recommendations to restudy flood hazards where <br />development occurs, watershed conditions change, maps become outdated, or new <br />information and/or methods become available. <br /> <br />To implement these objectives the CWCB has developed a prioritization process to select map <br />update candidate communities and a program for carrying out individual studies in the selected <br />communities. The prioritization process compares the map update needs of individual counties <br />throughout Colorado to one another based on both a quantitative and qualitative analysis of those <br />needs.
