resource during flood emergencies. While they may not be
physically able to perform heavy labor, there are many roles that
they can effectively play.

Notes

There may be a critical need for temporary child care services
during a flood emergency. Parents may require temporary child
care service while they prepare their homes for flooding or
volunteer their services to the community flood fight. Temporary
child care centers may be an excellent outlet for senior citizen
volunteers.

Some method must be established to register and track
volunteers. To be eligible for worker's compensation benefits,
some states require that volunteers complete and sign registration
forms. Planners must research the specific requirements applicable
to their area and design systems to meet them.

A variety of methods have been successfully used to register
and track volunteers. In one community, volunteers were required
to register at local high schools before they would be allowed to
work. Rather than using a cumbersome paper registration process,
the Apple⢠computer system in the high school was used to
complete the process. A simple data base was created by some
local students with the required registration information. This
provided a rapid and effective means of registering and tracking
the volunteer workforce.

Once registered, the volunteers were assigned a tracking
number, which was written on a brightly colored adhesive label
with their name, and applied to the backs of their clothing. Only
volunteers displaying this identification strip were allowed to work
--------onllie flood fight.

WORKER # 247

NAME:..Jim Smith-Park HiQh SclJQQl
Randolf Emergency Preparedness Agency

There are several other benefits to this system. The registration
centers serve as natural staging areas. Parking was ample and the
volunteers were bussed to their work sites, thus reducing traffic in
the threatened areas. When one worker was injured, his registra-
tion number was used to quickly identify him and the information
gathered during the registration process was used to make the
appropriate family notifications.

Page 6 - 5
