People are a valuable resource to consider. But personnel
resources can be perishable. The heavy work associated with a
flood fight can lead to exhaustion in even the fittest workers.
Extreme heat and cold combined with wet conditions can produce
major changes in work output. Personnel managers must provide
relief workers and allow for sufficient rest periods.

Closely related to personnel resources, are support services.
Common support services include food service, sanitation services,
rest areas, transportation, child care, and related needs. An
effective support system can compliment personnel services and
greatly improve the output of the work force. The value of a good
support service system should never be underestimated.

As each factor is considered and weighed, your list of options
will change and possibly dwindle. Of the options remaining at the
end of the evaluation process, a selection should be made of those
with the best chance of success or with the most flexibility to deal
with changing conditions. Few of the remaining options will be
perfect, but they will provide the best possible chance of meeting
the flood fight objectives.

Charts and tables are easy to use job aids to help identify and
evaluate response options. These valuable tools can be added to
plans to assist in the decision-making process. The chart on the
following page illustrates a guide for the selection on expedient
flood fighting methods.

Remember, no single option is best in all situations and the
goal of the decision-making process is to match the right option
with the expected threats to provide the best chance of success in
any given siruadoll.

Page5-6

Notes
