<br />February 11, 1988 <br />Contract for Phase II of Kiowa Creek Flood Control . <br />Project Approved . . <br /> <br />The Wiggins Town Council <br />approved a $269,000 contract with <br />Rocky Mountain Constructors, Inc., <br />of Englewood for Phase II of the <br />Kiowa Creek flood control project <br />Wednesday evening, February 3rd. <br />Phase II consists of the continuation <br />of the dike north of Wiggins to <br />highway 76. The completion date of <br />this part of the project is April l. <br />Burlington Northern Railroad <br />officials have requested additional <br />work consisting of soil cement <br />around the piers under the BNR <br />bridge and in two sections of the <br />track area to eliminate extreme <br />pressure against the bridge. <br />Originally the engineers on the <br />project estimated the soil cement <br />work to cost about $35,000, but <br />Rocky Mountain Constructors of <br />Englewood estimated' $70,000 would <br />be needed to do the additional <br />work. . . <br />The improvements requested by <br />BNR were not inlcuded in the <br />Phase II contract as additional <br />funds will need to 00 located. <br />Some opuons the town lIaS for <br />seeking funds include contacting the <br />state to see if any funding would be <br />available and approaching BNR <br />officials to see if the railroad would <br />help with part of the projects cost. <br />The town council signed an <br />agreement with the BNR that the <br />reinforcements would be completed <br />this year. <br />Also, the town agreed to look into <br />the cost of seeding the first phase <br />of the dike, scheduled for this <br />spring. <br />In other business the town council <br />agreed to continue the lease of the <br />ball park to the school district. <br />During the discussion of the lease it <br />was noted the control timers for the <br />sprinklers on the field will be in the <br />plwnbing chase . of the new <br />concession building. <br /> <br />Also it was noted lit the town <br />meeting that Lynn Johnson of <br />.Evergreen who had proposed <br />installing a cable tE~levision system <br />in Wiggins did not attend the <br />meeting. <br />HOWE!Ver Town attorney Eric <br />,Jorgenson told the ,cow1cil that the <br />15 ye<ir agreement which J olmson <br />proposed "Looks pretty . <br />reasoTUible." The agreement caJIs <br />for JO.tmson to pa:~ the Town .of <br />Wiggins a franchsie fee. of three <br />percent of revenue. <br />Mayor Forsha announced the <br />schedlLle of the Feb. 12 public <br />hearing, slated for Ft. Morgan High <br />School, by the U.S Department of <br />Energy to scope th,~ environmental <br />impacts of the superconducting <br />super collider. Mayor Forsha will <br />speak at the hllaring. Forsha <br />expre.'ised the feE:ling that the <br />infornl8.tion gathered by DOE <br />officials during the meeting will <br />have a lot of impact on the <br />selection of the site for the $4.4 <br />billion project. <br />In other matters the council: <br />Signed a letter of intent to have <br />Anderson Doty and Co. of !<'t. <br />Morgall audit the 19117 finances. <br />Discussed having the annual dog <br />dinic in late March; possible .dates <br />being March 22 or J\llarch 29. <br />Discussed plans fCIl" the upcoming <br />April municipal election. The seats <br />are Mayor, 2 y~.ar term, and 3 <br />trustees, four year tern1S ~ach. <br />Tenns expiring are Mayor, Phyllis <br />Forsha and 3 trustees, Mike Bates, <br />Bonnie Hauger and Billy Vance. <br />Febmuy 15 is the first day <br />nominating petitions can be <br />circulated. March 4 is the last day <br />someone can move into Wiggins <br />and become a resident for the <br />purpose ,ofvQti1)g. and is also the <br />last dll:Y to. file nominating' Petitions. <br />'!'he . last day to register to vote is <br />March 11. <br /> <br />EXHIBIT 1 <br />
