<br />The land use in this segment is primarily industrial with residential uses <br />towards the north. Ex i st i ng roads estab Ii sh the corri dor boundari es. A <br />linear park and several special parks have already been constructed in this <br />segment by the Greenway Foundation and the City of Denver. The linear park <br />consists of a west-bank trail which crosses underneath Mississippi Avenue, <br />South Santa Fe Drive, and Alameda Avenue with a ramp to street grade at <br />Alameda. Near the end of the segment the trail crosses the river to the <br />east bank then continues north. The existing I inear park is compl imented <br />by three parks: Vanderbilt park, Habitat Park, and Valverde Park, each of <br />which currently provide parking and trail access. <br /> <br />All three dams in this segment have boat chutes. However, the plan <br />proposes construct i on of two boat I andi ngs per dam to provi de portage <br />facil ities. Construction of the low-flow channel from Alameda north as <br />called for in Volume I of the Phase B Report will also improve boating and <br />fish habitat during periods of low flow in the river. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />IV-29 <br /> <br />SHEET COMMENTARY <br />SHEET 10 OF 23 <br />STATION 1402+00 TO STATION 1512+00 <br />REACH FOUR <br /> <br />The plan proposes limited improvements to Habitat Park and adjacent <br />st reets. Addi t i on of a boat I andi ng is proposed to improve ri ver access <br />for boaters and a pedestrian bridge is proposed to connect west and east <br />bank trails within the park. By adding curb and gutter to the existing <br />parking area, vehicular movement across lawn areas would be controlled. <br />Adding a signal and crosswalk near the parking area would facilitate <br />pedestri an movement between Habitat and Vanderbil t Parks. In addition, <br />landscape improvements are proposed to enhance the quality of the park and <br />trail experience. <br /> <br />The Recreation Plan proposed for this segment of the South Platte River is <br />based on the engineering drawings in Vol. I of the Phase B Report. As the <br />engineering drawings are revised and refined, the plan proposed here will <br />need to be reevaluated and mod i fi ed if necessary to accommodate flood <br />control measures. <br /> <br />The plan calls for construction of an opposite-bank trail system along the <br />east bank to Alameda Avenue, with a connection east along Alameda to the <br />Washington Park area. The opposite-bank trail is needed to accomodate the <br />heavy use expected through Denver, the heart of the metropolitan region. <br /> <br />The plan also calls for various miscellaneous improvements to the existing <br />trail. First, at the Alameda underpass, the trail is frequently impassable <br />due to flooding. The reconstruction of the Alameda overpass and dam <br />proposed in Volume I provides an opportunity to correct the flooding <br />problem. Consequently, the plan proposes that necessary measures be taken, <br />and a high water retaining wall built. Similarly, the plan proposes <br />construct i on of a hi gh water reta i ni ng wall under the Mi ss i ss i ppi Avenue <br />overpass. In addition, the plan proposes construction of a guardrail <br />between a portion of Santa Fe Drive and the trail to improve trail safety. <br />
