Introduction to the Technical Addendum

This technical addendum to the 1997 Flood Documentation report presents information on contacts
made (letters, email, and telephone messages); selected supporting data from federal, state, and local
sources; miscellaneous maps and information; and methodologies for certain calculations and
estimates. Section I contains general information that pertains to flooding in Colorado during the
summer of 1997. Section 1I presents specific information for each county that is documented in the
report.

As part of this project, RTi was tasked with conducting field work in Elbert, Lincoln, Morgan, and
Weld counties. These field trips involved surveying stream channels and high water marks to
estimate peak flood discharges. Specific details from these field trips are provided in their respective
county subsections in the technical addendum. However, brief synopses for each surveyed county are
provided below.

In Elbert County, stream channel cross sections and high water marks were surveyed on West Bijou
Creek near County Road 112 in the south-central portion of the county. Flood waters from the
extreme precipitation event of July 29 and 30, 1997, were partially drained by West Bijou Creek.
Therefore, flood discharge estimates were made for this stream. The methods and calculations used
for this estimate are presented in the Elbert County Calculations and Estimates subsection of this
addendum.

Surveying of stream channel cross sections and high water marks also was performed on South Rush
Creek in Elbert and Lincoln counties. These data were collected to help document flooding along
South Rush Creek in southeastern Elbert County and western Lincoln County caused by the same
July 29 and 30, 1997, storm event that caused flooding along West Bijou Creek. The methods and
calculations used for these estimates also are presented in the Calculations and Estimates subsections
for Elbert and Lincoln counties.

High water marks and steam channel cross sections were surveyed on Wildcat Creek in Morgan
County to help document flooding that occurred northwest. of Fort Morgan from the July 28-30, 1997,
rainfall event. The methods and calculations used for these estimates are presented in the Morgan
County Calculations and Estimates subsection of this addendum.

For Weld County, field work was completed just north of the state line in Kimball County, Nebraska,
on an unnamed tributary of Sidney Draw. This drainage was chosen to make flood discharge
estimates for the May 24, 1997, storm event. In addition, a field trip was conducted in southern Weld
County to collect information and data on the July 28, 1997, storm event. Information describing
field activities and flood discharge estimates for Weld County is presented in the Weld County
Calculations and Estimates subsection of this addendum.

d.f7'JIII'<h-w!dI,,!,!,,'di/llro.d(){ UIi/06/98
