In a letter dated April 21, 1999, Mr. David E. Hollingsworth, P.E., Drainage Engineer, <br />Public Works Division, Department of Community Development, City of Longmont, requested that FEMA <br />revise the FIRM to show the effects of updated topographic information associated with placement of fill <br />in the overbanks of Lefthand Creek; construction of a cutoff channel parallel to South Main Street from <br />Lefthand Creek to approximately 2,000 feet south; and channelization along Lefthand Creek from just <br />downstream to approximately 1,200 feet downstream of South Main Street. This request follows up on <br />a Conditional Letter of Map Revision issued on July 15, 1996. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr. Richard N. <br />Wray, P.E., Principal, Kiowa Engineering Corporation, and Mr. Hollingsworth, <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM. We <br />have revised the FIRM to modify the elevations and floodplain boundary delineations of the flood having <br />a I-percent chance of being equaled or exceeded in any given year (base flood) along Lefthand Creek from <br />approximately 1,300 feet upstream of its confluence with St. V rain Creek to just upstream of South Main <br />Street. As a result of the modifications, the base flood elevations (BFEs) for Lefthand Creek and the width <br />of the Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood, increased <br />in some areas and decreased in other areas. The increases are a result of the placement of fill and <br />channelization along Lefthand Creek. All property owners affected by the increases in BFE and SFHA <br />width were notified. In addition, the SFHA resulting from the split flow from the main channel, located <br />southeast of the intersection of South Main Street and Quail Road and extending approximately 3,500 feet <br />east and approximately 500 feet south of the intersection, was removed. The modifications are shown on <br />the enclosed annotated copies of FIRM Panel(s) 08013C0288 F and 08013C0289 F, This Letter of Map <br />Revision (LOMR) hereby revises the above-referenced panel(s) of the effective FIRM dated June 2, 1995. <br />
