Minor repairs to the levees, structur.es, <br />and protective works, and removal of debris from the channel may be <br />required following periods of high flow. <br /> <br />22. ESTIMATED PROJECT COSTS AND ANNUAL CHARGES.- A detai led <br />estimate of the first cost and annual charges of the Las Animas Local <br />Protection Project is given in table 2. The total first cost'of <br />$1,725,000 has been al located to flood control and between Federal and <br />non-Federal interests. Most of the material dredged from the lake <br />could be used in the levees; however, there would be certain additional <br />expenditures involved. For example, it is estimated that material <br />dredged from the lake would be somewhat more costly than material ex- <br />cavated from borrow areas located closer to the levees because of the <br />longer haul distance and because some of the material would be from <br />the wet. These additional expenditures would be the responsibi lity of <br />I oca I interests. <br /> <br />23. The al location of costs of the project between Federal and <br />non-Federal interests is in accordance with existing laws and establ ished <br />pol icies relating to local protection projects. Non-Federal interests <br />would be responsible for al I lands, easements, and rights-of-way. In <br />addition, they would bear the cost of alterations to existing improve- <br />ments, other than to rai Iroad bridges, made necessary by the project. <br />These alterations include relocation of uti I ities and roads as wel I as <br />the provision of intake structures for the irrigation canals to pass <br />through the levee. Non-Federal interests would operate and maintain <br />the project. The sewage pumping plant would be provided at Federal <br />expense inasmuch as it would maintain a pre-project condition and would <br />not result in enhancement of an existing faci lity. <br /> <br />OTHER PLANS OF IMPROVEMENT INVESTIGATED <br /> <br />24. PLAN A.- The principal feature of Plan A would be a levee <br />7.0 mi les long on the right bank of the Arkansas River and a left bank <br />levee identical to that included in the recommended plan. The right <br />bank levee would originate on high ground about 2 mi les southwest of <br />Las Animas. The alignment of this levee would be generally north and <br />east to the Arkansas River, as shown on plate 2 fol lowing the main <br />report. From this point downstream, the levee would be the same as <br />for Plan C. In the upstream portion, the levee would require 3 irri- <br />gation control structures, 3 drainage structures, a grade raise of <br />approximately 7 feet for U.S. Highway 50, and a grade raise of approxi- <br />mately 2 feet for the main I ine of the AT&SF. The first cost of this <br />plan would be $1,492,000 and the annual charges, $51,200. <br /> <br />25. PLAN B.- Plan B would include a right bank levee approxi- <br />mately 8.4 mi les in length and a left bank levee identical to that <br /> <br />A-7 <br /> <br />R 1/28/64 <br />
