GENERAL.- Three al ignments for levees to protect Las Animas
and vicinity from Arkansas River floods were studied. These plans
have been designated as Plans A, B, and C, and their locations are
shown on plate 2 fol lowing the main report. Of the plans investigated,
PI<:ln,C was selected tor recomlOOndation and is described in the fol lowing
paragraphs. Plans A and B are described under OTHER PLANS OF IMPROVE-
MENT INVESTIGATED.

2. The selected plan consists essentially of a levee 9.6 mi les
in length along the right bank of the Arkansas River, to protect Las
Animas and vicinity from Arkansas River floods, and a short levee about
one mi Ie long on the left bank to prevent inundation of a highway. The
levees are designed to discharge flows up to 140,000 c.f.s. An aerial
view of the general plan is shown on plate I.

3. The right bank levee wou I d or I 9 i nate on high ground approx, 1-
mately 5t mi les west of Las Animas and extend north across the intake
works of the Las Animas Consol idated Canal and the main I ine of the
AT&SF Rai Iway System to the river bank and then fol Iowa northeastward
course across the Las Animas Town Ditch, U.S. Highway 50, and the
Arkansas Valley Branch line rai Iroad bridge. From the rai Iroad bridge,
the levee would bend back southeastward around the city to the county
road crossing over the main I ine of the AT&SF, turn west across tQe
road, and fa I low the north side of the ra i I road for about 1./3 mile.
Intake structures would be provided where the levee crosses the Las
Animas Consol idated Canal and the Las Animas Town Ditch. Outlet
structures would be instal led through the levees for the dispos<:ll of
interior drainage waters and serve as wasteways for the irrigation
canals. An interior drainage ditch would be located adjacent to the
levee, beginning about one mi Ie northwest of the city and terminatin9
at an outlet structure about three mi les downstream. Culverts would
Os provided where the interior drainage ditch passes under U.S. High-
way 50 and the Arkansas Val ley Branch I ine of the AT&SF. Two ponding
areas wou I d be prov i ded to store inter i or dra i nage waters dur Lng
periods of high river flows. The main I ine of the AT&SF would be
raised 6 feet at the levee crossing near the upstream end, and the
bridge on the branch I ine which crosses the Arkansas River nortn of
Las Animas would be altered to provide a larger waterway opening.
Other appurtenant works include levee protective measures and,a sma I I
sewage pumping plant near the lower end of the levee.

A-I

R 1/28/64
