<br />Rule 4. Definitions: <br /> <br />4.A. The following definitions are applicable to these Rules for <br />Dam Safety and Dam Construction: , <br /> <br />4.A.(I) 'Alteration to, Modification of, or Repair of an <br />Existing Dam or Appurtenant Structure' means to make different from <br />the originally approved construction plans and specifications or <br />~ current condition, except for ordinary repairs and general maintenance <br />as def1ned in Rule 12. <br /> <br />4.A.(2) 'Appurtenant Structure" means the outlet works and <br />controls, spillways and controls, access structures, bridges, and <br />related housings at a dam. <br /> <br />4.A.(3) 'Breach Order' is an order issued by the State Engineer, <br />or his designee. to remove all or part of a dam to the level of the <br />natural ground, So it is incapable of impounding water and creating a <br />hazard. . <br /> <br />4.A.(4! 'Capacity" Is the volume of water capable of being <br />Impounded ,n a reservoir at the high-water line, normally expressed in <br />acre.feet. Dead storage below the natural surface of the ground is <br />excluded. <br /> <br />4.A.(5) 'Classification of a Dam' Is the placement of a dam into <br />a category based upon an evaluation of the consequences of the failure <br />of the dam absent flooding conditions, assuming the reservoir Is at <br />the high-water line. No loss of life nor significant damage is <br />expected to occur if the increased depth of flow Is two feet or less <br />and the product of the average flood plain flow velocity and the depth <br />of flow at a critical area is less than seven in the incremental Zone. <br /> <br />4.A.(5)(a) A "Class I" dam is a dam for which loss of human <br />life iS,expected in the event of failure of the dam. <br /> <br />4.A. (5)(b) A "Class II" dam is a dam for which significant <br />damage' is expected to occur, but no loss of human life is expected in <br />tile event of failure of the dam. Significant damage is defined. as <br />damage to structures where people generally live, work, or ~ecreate, <br />or public or private facilities exclusive of unpaved roads and pic~ic <br />areas. Damage means rendering the structures uninhabitable or <br />inoperable. <br /> <br />4.A.(5)(c) A "Class Ill" dam is a dam for.which loss of .human <br />life is not expected, and damage to structures and public facilitIes <br />as defined for a "Class Il" dam is not expected in the event of <br />failure of the dam. <br /> <br />- 2 - <br />
