<br />.... <br /> <br />4.A.(2S) 'Restriction Order' means an order issued by the State <br />Engineer .to limit the maximum water surface elevation of the <br />ruervoir. <br /> <br />4.A.(26) 'Routing Capacity' means the capability of a reservoir <br />to attenuate flood inflows, and is calculated as the inflow of a flood <br />minus both the outflow and surcharge storage for an assumed time <br />increment measured in acre feet. <br /> <br />4,A.(27) 'Safety Evaluation Flood' means the flood hydrograph <br />which is used to determine an existing dam's spillway hydraulic <br />capacity as required by these regulations. <br /> <br />4.A.(28) 'Surcharge Storage' means the volume of water which may <br />be impounded but not retained within a reservoir. between the nonoal <br />high-water line and the crest of the dam. <br /> <br />4.A. (29). 'Safety Inspect ion' means an investigation by an <br />engineer for the purpose of determining the safe storage level for a <br />reservoir, and includes, but is not limited to, the review of previous <br />inspections, reports, and drawings, site inspections of the dam, <br />spillways, outlet facilities, seepage control and measurement systems, <br />and permanent monument or monitoring installations, if any. <br /> <br />4.A.(30) 'Safe Storage Level" means the reservoir water surface <br />elevation at which the State Engineer has determined is the ..amount of <br />water which is safe to impound in the reservoir. <br /> <br />4.A.(3I) 'Spillway" ineans an appurtenant structure which con- <br />ducts overflows from a reservoir. <br /> <br />4.A.(3Ia) 'Principal Spillway" means the primary or first-used <br />spillway during runoff. It is designed to pass normal flows, and is <br />not normally capable of paSSing the 'Inflow Design Flood" by itself. <br />It is usually an open channel, pipe, or culvert. <br /> <br />4.A. (3Ib) "Emergency Spillway" means the spillway designed to <br />pass the 'Inflow Design Flood" using the routing capacity of the <br />reservoir. Pipe or culvert spillways are not considered to be <br />emergency spillways for determination of vertical height unless <br />accepted by the State Engineer. <br /> <br />4.A. (32) "Vertical Height" means the dimension as measured from <br />the elevation of the lowest point of the natural surface of the <br />ground, or from the Invert of the outlet pipe If excavated into the <br />natural ground, whichever is lower. where that point occurs along the <br />longitudinal centerline of the dam. up to the flowline crest of the <br /> <br />- 7- <br />
