Gay III Executive Director, Engineer Staff DAEN-CWP-A Pulaski Building, Room 7103 Washington, D.C. 20314 Dear Colonel Gay: We welcome the opportunity to review the proposed Fountain Creek, Pueblo, Colorado, flood control plans and project report before final congressional action. By prior communications with the District Engineer, Albuquerque District, the State of Colorado has been monitoring and providing input into the project formulation process. The proposed plan as outlined in Volumes I and II of the report entitled "Phase I, General Design Memorandum, Fountain Creek," dated March 1981, has been reviewed by the Colorado Water Conservation Board. The staff's specific comments will be mailed directly to you. Based on the reviews performed by the Board, I am advised that the proposed project design, which has an exceed- ence frequency of once in 200 years, does meet State standards. I cannot overemphasize the need for this project to the community of Pueblo and its citizenry. Many of the existing residential and business structures are subject to inundation from a I DO-year flood to depths of 10 feet. During the June 1965 flood, many residents were forced from their homes due to flood waters from Fountain Creek. Fountain Creek does have a history of flooding. I strongly support this project and am prepared to provide testImony on the benefits of the project. We desire to be fully advised on the progress of the project's authorization, funding, and construction phases. To that end, we look forward to working with the Corps of Engineers and local sponsors.
