I submit for transmission to Congress my report on Fountain Creek, <br />Pueblo, Colorado. It is accompanied by the reports of the Board of <br />Engineers for Rivers and Harbors and the District and Division Engineers. <br />These reports are in response to Section l(a) of the 1974 Water Resources <br />Development Act, which requested the Secretary of the Army, acting through <br />the Chief of Engineers, to undertake the Phase I General Design Memorandum <br />stage of advanced engineering and design for projects on the Arkansas River <br />above John Martin Dam, Colorado, which included a multiple-purpose reservoir <br />on Fountain Creek located 1.5 miles upstream from Pueblo, Colorado. <br /> <br />2. The District and Division Engineers find that Phase I studies did not <br />reaffirm the feasibility report's reservoir plan to provide flood control <br />measures and recreation. The restudy failed to show economic feasibility <br />for the plan, and studies revealed that water quality in the reservoir would <br />be unsuitable for body contact recreation. There was also no local support <br />for the reservoir. Alternative plans were formulated to meet the flood <br />problems and recreational needs of Pueblo. <br /> <br />3. The reporting officers recommend authorization for construction of a <br />project to increase the channel capacity of Fountain Creek through Pueblo <br />with a combination of channel improvement and levees. The recommended plan <br />also includes recreational development on lands required for flood control. <br />The District Engineer estimates the first cost for construction to be <br />$6,578,000, of which $4,827,000 would be Federal and $1,751,000 non-Federal, <br />based on the President's 1978 proposed cost-sharing policy. Average annual <br />charges are estimated at $552,000. Estimated average annual benefits are <br />$692,000. Based on a 100-year period for economic analysis and an interest <br />rate of 7-3/8 percent, the benefit-cost ratio is 1.3. <br /> <br />4. The Board of Engineers for Rivers and Harbors concurs generally in the <br />views and recommendations of the reporting officers. The Board recommends <br />that the reporting officers' proposed plan be authorized for construction. <br />
