The first report completed under this authority was <br />the Phase I General Design Memorandum for Fountain Creek, Pueblo, Colorado. <br />The report of the Chief of Engineers, dated 23 December 1981, has been <br />tr~nsmitted to the Office, Secretary of the Army. <br /> <br />TIlf' plan of improvement recommended by the Chief of Engineers consists of <br />channel modifications and a series of levees along Fountain Creek which would <br />prutect the City of Pueblo from floods up to 85,000 cubic feet per second. <br />Floods of this magnitude are expected to occur on the average of once in <br />every 200 years. A recreation plan, wildlife habitat areas, and open space <br />are also included in the recommended plan. <br /> <br />Before any construction activity could be initiated, Congress would have to <br />pr0vide full project authorization. Although the Water Resources Development <br />Act of 1974 does not provide the necessary construction authority, it does <br />provide sufficient authority for us to continue our advanced engineering and <br />design efforts up to the preparation of those documents, plans and specifica- <br />tions, which would form the basis of the advertising and award of a construc- <br />tion contract. However, Congress must specifically provide funds before we <br />can continue with our design effort. Funds for this purpose were not <br />included in the president's Fiscal Year 1982 Budget, nor did the Congress <br />appropriate funds for this project in Fiscal Year 1982. <br /> <br />The President is still formulating his Fiscal Year 1983 Budget, and I under- <br />stand he will present it to the Congress on 8 February.
