Box 17 <br />Black Hawk, CO 80422 <br /> <br />Community: City of Black Hawk, CO <br />Community No.: 080076 <br /> <br />l04 <br /> <br />Dear Mayor Eccker: <br /> <br />. <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) comment on the <br />effects that a proposed project would have on the effective Flood Insurance Rate Map (FIRM) and Flood <br />Insurance Study (FIS) report for your community in accordance with Part 65 of the National Flood <br />Insurance Program (NFIP) regulations. In a letter dated December 7, 2000, Ms. Brook Svoboda, <br />Development Coordinator, City of Black Hawk, requested that FEMA evaluate the effects that proposed <br />drainage improvements, associated with the HyattIBlack Hawk Resort and'Casino development, along <br />Fourmile Gulch from State Highway 119 (SHll9) to approximately 1,035 feet upstream would have on <br />the flood hazard information shown on the effective FIRM and FIS report. The Special Flood Hazard <br />Area (SFHA), the area that would be inundated by the flood having a I-percent chance of being equaled <br />or exceeded in any given year (base flood), along Fourmile Gulch is designated Zone A, an SFHA with <br />no Base Flood Elevations determined. <br /> <br />An existing I O-foot by 10-foot reinforced-concrete box culvert (RCB) under the SHll9 crossing of <br />Fourmile Gulch connects with an existing 72-inch-diameter reinforced-concrete pipe culvert (RCP) that <br />discharges into North Clear Creek. An existing 66-inch-diameter RCP lies under the Richman Casino <br />parking lot from just upstream to approximately 150 feet upstream ofSHll9 and connects with the <br />10-foot by 10-foot RCB. <br /> <br />The proposed improvements include extension of the existing 66-inch-diameter RCP from approximately <br />ISO feet upstream to approximately l,035 feet upstream ofSH119. This request also included a new <br />hydrologic analysis for Fourmile Gulch and a hydraulic analysis that incorporated more detailed <br />topographic information for Fourmile Gulch from approximately 1,035 feet upstream to approximately <br />1,140 feet upstream ofSH119. <br /> <br />All data required to complete our review of this request for a Conditional Letter of Map Revision <br />(CLOMR) were submitted with letters from Mr. Russell L. Burrows, P.E., Carroll & Lange, Inc., and <br />Ms. Svoboda. <br /> <br />. <br /> <br />We reviewed the submitted data and the data used to prepare the effective FIRM for your community and <br />determined that the proposed project meets the minimum floodplain management criteria of the NFIP. <br />The submitted existing conditions HEC-2 hydraulic computer model, dated January 18, 200 l, based on <br />updated topographic information, was used as the base conditions model in our review of the proposed <br />conditions model for this CLOMR request. We believe that, if the proposed project is constructed as <br />shown on the submitted topographic work map entitled "HyattIBlackhawk Resort & Casino, Fourmile <br />Gulch CLOMR Work Map," Sheets 1 and 2, prepared by Carroll & Lange, Inc., dated September 1998, <br />and the data listed below are received, a revision to the FIRM would be warranted. <br />
