Determining <br />the public's opportunities to see the project will modify the use and <br />visual resource values determined previously. The charts below are <br />guides to identifying project visibility and evaluating its significance. <br />The guides should be modified to fit a local context. For example, <br />viewers who may see the project one time only mayor may not need <br />to be considered depending on the local frame of reference.
