<br />5, Natural and beneficial functions: The outreach project should discuss the nalural and
<br />beneficial functions of local floodplains, any unique local features, the importance of
<br />preserving these functions, and how they can be protected, A generic discussion will not be
<br />credited; for CRS credit the discussion must address local conditions,
<br />
<br />6, Map of the local flood hazard: If the project includes a map of the community's flood hazard
<br />areas, the map must clearly show every street affected, although all streels do not have to
<br />be named, The flood prone area must be clearly shown through shading or another method,
<br />
<br />7, The flood warning syslem: Information on warning procedures, warning time, what radio
<br />station to tune to, and similar data should be disseminated, There is no credit for this topic
<br />if the communily does not have a flood warning system,
<br />
<br />8, Floodplain development permit requirements: The outreach project should explain that all
<br />development in the floodplain (not just construction of buildings) needs local permits, People
<br />should be advised to contact the community's regulatory department before they build, fill,
<br />or otherwise develop, They should also be told how to report illegal floodplain development.
<br />
<br />9, Substantial improvement requirements: Floodplain building additions, improvements, and
<br />repairs that equal or exceed 50% oflhe value of the existing building must be treated as new
<br />buildings would be. Substantially improved or subslantially damaged residential buildings
<br />must be elevated 10 or above the base flood elevation. The project should summarize the
<br />local procedures for enforcing this requirement.

<br />10, Drainage system maintenance: The project should discuss regulations against dumping in
<br />channels, how to report violations, and why it is important to maintain the drainage syslem,
<br />These three items must be covered if you use an outreach project to the entire community
<br />to publicize your stream dumping regulations credited under Activity 540 (Drainage System
<br />Maintenance),

<br />An example of an outreach project to the entire communily is on pages 18 and 19, This flyer is
<br />folded and included as a supplement 10 the cily's newsletter. This example shows how to mark
<br />your submittal so the reviewer can identify where the topics are covered,
<br />
<br />The example covers six topics: local flood hazard, flood safety, flood insurance, property
<br />protection measures, floodplain development permit requirements, and drainage system
<br />maintenance, In completing its application, the example community would enter the number "4"
<br />in column I next to each of lhese six topics, In the credit calculation section, lhe community
<br />would enter the total score of 24 at the bottom of the first column,

<br />The total for each outreach project is entered at the bottom of each column, The total for all
<br />projects is entered in lhe blank to the left of "Total for all five columns," Include a marked-up
<br />copy or description of each outreach project and check lhe blank in the left column next to
<br />334,a, Also submit a memo or other evidence that the projects are distributed or conducted
