Sirens, bullhorns, etc. should also be used in the <br />event there is not much time available andlor nighttime conditions exist. <br /> <br />It is critical that emergency response measures recommended by <br />City and County officials be conveyed to those affected and that specific <br />courses of action for each affected area be made explicit. This is <br />particularly true for areas subject to flooding since the time available for <br />action is limited. <br /> <br />Note that individuals outside the city limits of Canon City also need <br />to be notified (other Fremont County Residents). These individuals are not <br />shown in the flood maps of this plan. If known aerial photographs of the <br />populated areas along the Arkansas downstream of Canon City are <br />available, these could be useful in identifying structures in or near the <br />floodplain. In addition, a Flood Emergency Action Plan similar to this one <br />was prepared for the City of Florence in June 1993. It also contains color <br />coded flood maps and address lists which will help identify some of the <br />structures that are located in the floodplain. <br /> <br />4.2 Agencv Notification <br /> <br />Figure 4 (FLOOD WARNING DISSEMINATION PLAN) shown on <br />page 18 illustrates some common agencies and phone numbers that can be <br />used in the event of flooding. As indicated, the system originates with the <br />National Weather Service offices and links participating City, County, State, <br />Federal and non-governmental agencies. Within each agency, the Agency <br />Director or alternate is responsible for notifying key personnel and <br />emergency workers of the flood threat and of consequent agency activities. <br /> <br />The Fremont County Emergency Management Director will use the <br />dissemination plan as specified in the plan entitled "Emergency Operations <br />Plan". Figure 4 is provided to assist City, County and State agencies in <br />notifying others of the flood threat and remind agencies at this time to review <br />their copies of the Canon City Flood Emergency Action Plan. <br /> <br />The State Office of Emergency Management in Golden will receive <br />waming of the flood threat from the National Weather Service Forecast <br />Office, and then will disseminate the flood warning to relevant state <br />agencies. <br /> <br />After the warning dissemination process has been completed, the <br />Emergency Management Director, and City CounciVCity Administrator will <br />determine what emergency response actions should be implemented for <br />their area as discussed in the next chapter - Emergency Response Actions. <br /> <br />17 <br /> <br />...
