<br />The Poudre River Master PlaIl identifies the largest value of damage occurring in the following <br />locations: <br />a. The Western Mobile property just d<:>wnstream of Taft Hill Road. Property is in <br />Larimer County outside of City limits. <br /> <br />b. Business along North College Avenue. This area also overlaps with the Dry Creek <br />floodplain. <br /> <br />c. Wastewater Treatment PlaIlt #1 near Riverside Avenue aIld Highway 14. <br /> <br />d. Countryside Estates near Riverbend Ponds. Outside City Limits in Larimer <br />County . <br /> <br />e. The Vipont property just downstream of Prospect Street near Prospect Ponds. <br /> <br />f. Businesses near HarrrlOny Roada1'!d 1,25 <br /> <br />The Poudre River Master Plan recommends differtlnt improvement alternatives for the various <br />properties along the river reaches. Four possible approaches are suggested including the <br />advaIltages aIld disadvantages of each. The four approaches include; 1) no action, 2) structural <br />emphasis, 3) floodproofmg emphasis, and 4) non-structural emphasis. Because of the complexity <br />of the Poudre River system, one approach may not be possible throughout the entire river <br />through Fort Collins, therefore, a reach by reach arlproach is taken in the Master PlaIl. <br /> <br />~ ~ <br /> <br />The construction of the North College Avenue bricige (1994-95) included the acquisition and <br />relocation/demolition 00 structures. Only 2 of the structures are in the revised floodplain and <br />were acquired and relocated by the Ft. Collins Ho~ing Authority. <br /> <br />Spring Creek Floodplain <br /> <br />Spring Creek has approximately 34 structures in the floodplain. Following recent (1983-1993) <br />channel, culvert, and bridge improvements aIld a revised Frs (1995), a substaIltial number of <br />structures have been removed from the regulatory floodplain. <br /> <br />The estimate of the riumber of structures in the SPring Creek floodplain is based on the aerial <br />photos and floodplain delineation in the revised Frs (1995). Since the aerial photos were taken <br />at different times between 1983 aIld 1993, the structure count is only a best estimate. An <br />additional number of structures may also be subject to shallow flooding, delineated as Zone X, <br />along Spring Creek resulting from localized flooding and backwater conditions outside the <br />regulatory floodplain. <br /> <br />Detailed property damage dollar estimates for the Spring Creek floodplain have not been done, <br />however, the recent improvements along the channel have substantially reduced estimated losses, <br /> <br />26 <br />
