<br />Community base map selection and the identification of streams requiring detailed study was <br />done by Larimer County Planning Department, Federal Insurarlce Administration (pIA), U.S. <br />Army Corps of Engineers (ACOE), Colorado Watet Conservation Board, and the study <br />contractor. The source of authority for the FIS is the National Flood Insurarlce Act of 1968. The <br />, work was completed in 1977, and revised in 1984 and in 1995. <br /> <br />Floods caused by overflow of Spring Creek, Dry Cteek, aIld the Cache La Poudre River were <br />studied in detail. The revised studies included detailed studies of the Cooper Slough, Boxelder <br />Creek, and revisions to the Cache La Poudre River aIld Spring Creek. Floodplain administration <br />starldards for all floodplains within the City comply with the minimwn starldards of the NFIP, <br />however, in general, exceed the NFIP starldards as discussed below with regard to floodway <br />regulation. - <br /> <br />Hydrologic aIlalyses were carried out to establish the peak discharge,frequency relationships for <br />floods of the selected recurrence intervals for existing conditions for each stream studied in detail <br />in the community. Analyses of the hydraulic chara,cteristics of existing conditions of streams <br />were carried out to provide estimates of the elevations of floods of the selected recurrence <br />intervals along each stream studied in the community. <br /> <br />Results can be found in the City of Fort Collins, Colorado, Revised 1995 FrS Report by FEMA <br />aIld on the published Flood Insurarlce Rate Maps (FIRM) Community (080 I 02) Panels. In <br />addition, areas ofthe City that have been annexed since the effective date of the published FIRM <br />can be found on the Larimer County, Colorado (Ul1.incorporated areas) FIRM panels. <br /> <br />In order to provide a national starldard without regional discrimination, the 100-year flood (Zone <br />AE) has been adopted by the Federal InsuraIlce Aclministration as the base flood for purposes of <br />floodplain management measures. The 500-year flood (Zone X) is employed to indicate <br />additional areas of flood risk in the community. Figure 3 depicts the adopted definitions of the <br />floodplain, floodway, and flood fringe. <br /> <br />The City of Fort Collins has a floodway criteria which exceeds the minimum standards of the 1.0 <br />foot rise established by the FIA. The City of Fort Collins limits increases in flood heights to 0.5 <br />foot for all water courses except Dry Creek, which complies with the maximum 1.0 foot rise FIA <br />standard. <br /> <br />City Master Drainageway Plans <br /> <br />The City ofFort Collins has adopted a stormwatet basin map (Figure 4) which delineates the <br />boundaries of the stormwater basins in the City illl.d in areas which may be annexed. The map <br />serves as official designation of the respective stormwater basins of the City. Each stormwater <br />basin has a Master Drainage Plan officially adopted by the City, as well as the State aIld County. <br />Information contained in the master plans is used in the administration of City tloodplain <br />activities. <br /> <br />18 <br />
