Recommendations <br />on alleviating or eliminating a repetitive problem often <br />focus in local assessment as to the cause of damage <br />and depend on a local applicant for implementation. <br /> <br />3.3.3.1 Local Government Hazard Mitigation <br />Plans <br /> <br />Since 1983, local governments requesting state assis- <br />tance for relief of flood damages have been asked by <br />OEM and CWCB to prepare a flood hazard mitigation <br />plan for their jurisdictions. This is a logical extension <br />of the mitigation planning process initiated on a na- <br />tional scaie by the federal govemment. A carefully <br />made plan can be an extremely valuable resource to <br />formulate annual work programs, budgets and policy <br />positions. <br /> <br />As a result of the snowmelt flooding on. the Westem <br />Slope in 1984, the CWCB began a program designed <br />to bring the mitigation process to the local level where <br />it will have the greatest benefit. Each applicant for <br />disaster relief assistance was asked to develop a flood <br />hazard mitigation plan tailored specially to the com- <br />munity. A suggested plan outline and a detailed <br />questionnaire were developed by the CWCB to assist <br />in this process. <br /> <br />The purpose of such a pian is to articulate those <br />specific local issues which, If resoived, would help <br />reduce Mure flood damages which will have an im- <br />pact on the community. Those locai issues, in tum, <br />could aiso provide the basis for input to the statewide <br />annual mitigation program review. <br /> <br />Several Colorado local governments have prepared <br />hazard mitigation plans before and after flood events <br />(see Appendix C for more information): <br /> <br />. City of Manitou Springs <br /> <br />. Montrose County <br /> <br />. City of Boulder <br /> <br />. City of Arvada <br /> <br />. San Luis Valley <br /> <br />. Town of Lyons <br /> <br />. Town of Jamestown <br /> <br />. City of Canon City <br /> <br />. City of Rifle <br /> <br />. City of Fort Collins <br /> <br />. City and County of Pueblo <br /> <br />. Town of Silverplume <br /> <br />. Town of Georgetown <br /> <br />. Town of OeBeque <br /> <br />. Town of Waltenburg <br /> <br />3.3.3.2 City of Fort Collins Hazard <br />Mitigation Planning <br /> <br />Land-Use Planning <br /> <br />The City of Fort Collins Storrnwater Utility conducts <br />studies on channel stability and delineation of erosion <br />buffer zones along certain channels. The purpose of <br />these studies is to: 1) characterize the stability of the <br />stream on the basis of evaluation of hydrologic, hy- <br />drauliC, geomorphic, and sediment transport charac- <br />teristics of the stream basin and develop practical <br />improvements for mitigating adverse impacts on the <br />streams; 2) develop design criteria and construction <br />standards for improvements in drainageways, with <br />regard to reach stability, within the City of Fort Collins; <br />and 3) establish erosion buffer zones to restrict devel- <br />opment along the floodplain. This will help to mitigate <br />the effects of flooding along unstable reaches of the <br />stream. <br /> <br />The Stonilwater utility has a . Waletshed Approach# <br />to address environmental impacts associated with <br />uriban runoff. This integrates water quality mitigation <br />with water quality control in the City's watersheds. <br />Mitigation objectives include: preventing the introduc- <br />tion of environmental pollutants onto iands within the <br />watershed; treating runoff contaminated by urban land <br />uses in the tributary system; and protecting receiving <br />waters riparian, wetland, and aquatic habitats from <br />deterioration. <br /> <br />Advanced Planning ACtivities <br /> <br />The Storrnwater Utility has a City Plan that establishes <br />core community values, an overall vision, and broad <br />planning goals to the year 2015. This plan addresses <br />city structure, principles and policies, land-use code, <br />as well as implementation procedures. <br /> <br />The Storrnwater utility has developed and maintained <br />Master Drainageway Plans for all streams within the <br />I Uriban Growth Area The plans specifies the regula- <br />tory flood elevation dsta as well as mitigation plans to <br />address flooding problems (more information is dis- <br />played in Appendix G, Figure 13-4, page 13-12). <br /> <br />. <br /> <br />RfNP.ChapbN-3.pub <br /> <br />ChaptBr 3 . 29 <br /> <br />112819810:51 PM <br />
