<br />In July of 1993, the Town of otis and the unincorpo-
<br />rated area of Cope In Washington County and the City
<br />of Yuma in Yuma County experienced a weekend flood
<br />event as a result of three con-
<br />secutive days of thunder-
<br />storms. Several homes suf-
<br />fered damages and roadways
<br />were inundated with loss in
<br />excess of $650,000. In Otis, a
<br />flood control and storm
<br />drainage project protecting the
<br />northern half of town worked.
<br />
<br />Springs. In Durango, the fire department had its
<br />emergency operations plan in effect and came
<br />very close to evacuating residents of a mobile
<br />home park on the Animas River.
<br />
<br />In the spring and early summer of 1995, signifi-
<br />cant flooding impacted the lower South Platte, the
<br />lower Arkansas and the Roaring Fork Rivers.
<br />Most damages were experienced by agricunural
<br />landowners. I n response to the floods, the Col-
<br />orado General Assembiy authorized Muiti-
<br />Objective Floodplain Management studies for all
<br />three rivers. The intent of the studies is to develop
<br />viable, politically acceptable flood mitigation rec-
<br />ommendations, which will reduce future flood
<br />damages. Currently, all three studies are ongoing
<br />with recommendations for flood mitigation mea-
<br />sures expected by the end of 1998.

<br />2.2.1.2.1 1997 - Flood Event
<br />Description
<br />
<br />During the summer months, all of Colorado is
<br />subject to convective thunderstorms. When suffi-
<br />cient humidity is present in the atmosphere, some
<br />of these storms produce large amounts of rainfall
<br />in short time periods. The source of the humidity
<br />is typically moisture from the Gulf of Mexico and the
<br />central plain states which, under certain weather pat-
<br />terns, can drift into eastern Colorado. Also, in mid and
<br />late summer, a monsoon wind circulation brings mois-
<br />ture, originating from either or both the Baja California
<br />area and/or the Gulf of Mexico, northward up across
<br />

<br />On August 10, 1993, flash
<br />floods occurred on several
<br />creeks in Delta County. Two
<br />roads were washed out and a
<br />flood fight was conducted with
<br />sandbags on Robideaux
<br />Creek near the Department of
<br />Corrections Detention Facility.
<br />
<br />On August 26-29, 1993, gen-
<br />eral rainstorms caused flood-
<br />ing in Archuleta and La Plata
<br />counties. Subdivision in
<br />Archuleta County was threat-
<br />ened and roads damaged as
<br />the Rio Blanco overflowed its
<br />ban ks south of Pagosa
