<br />. <br /> <br />. <br /> <br />. . <br /> <br />. . <br /> <br />Hazard Mitigation Grant Program <br /> <br />Technical Report <br /> <br />Minimum Criteria for Technical Report <br /> <br />FEMA has established the following minimum criteria for Hazard Mitigation Grant <br />applications. These criteria are also listed in the Application Form. The Technical <br />Report is an engineering attachment to the completed Application Form and that report <br />must meet these minimum criteria <br /> <br />. Conformance with the State's 409 Mitigation Plan <br /> <br />. Conformance with "Floodplain Management and Protection of Wetlands" and <br />"Environmental Considerations" (attach completedfonns) <br /> <br />. Proposed project must solve problem or be a functional part of a larger overall project <br />with assurance that remainder of project will be completed <br /> <br />. Demonstrate cost-effectiveness of the proposed project and its ability to substantially <br />reduce the risk of damage, hardship, loss or suffering <br />1. Address any repetitive problem or any problem that poses a significant risk <br />2. Project benefits must be equal to or greater than costs <br />3. The proposed alternative must be the most practical, effective and <br />environmentally sound alternative <br />4. The proposed project must be a long-tenn solution or a part thereof <br />5. Any future maintenance and modification requirements must be manageable <br />in light of possible long-tenn changes to the area <br /> <br />The report outline attached has been designed to assure that applications accompanied by <br />such a report are in conformance with FEMA's minimum criteria. <br /> <br />Note: Explanatory comments are included on the outline in bold italics. Feel free to <br />call Tom Browning (303-866-3441) if you still have questions on the Scope of Work. <br />The outline is complete. Depending on what staff resources are available in any <br />individual community, local staff may complete some components of the Technical <br />Report. If that is the case, the scope for the consultant will be less than the full <br />outline. <br />
