However, general forecasts of <br />snowmalt runoff voluma fortheRQllrlng Fork RIver are cooperatively <br />made but published separately by the National Weather Service and the <br />U.S. SoIl Conservation ServIce. These forecasts are based on preclpl- <br />tat Ion data and data from snow courses establIshed, "",Intlllned, and <br />surveyed by the 5011 Conservation Service. The forecasts are made <br />prl"",rlly for purposes of estimatIng Irrigation supply, but also IndI- <br />cate potential snowmelt flOOding. If the snow survey dah so Indicate, <br />flood-potentIal forecasts are Issued by the NatIonal Weather Service. <br />These are disseminated to the local news media. Tho Bureau of Reclamation dIverts <br />water from the RoarIng Fork River Basin Into the Arkansas River BasIn <br />above Aspen. However, durIng perIods of very high runoff, diversions to <br />the eastern slope are often curtaIled: consequentlv. any reductIon In <br />flood peaks Is uncertllTnand unlikely. <br /> <br />Neither Aspen nor Pitkin County have enacted zoning ordInances or <br />other regulatory measures that would oulde development of flood prone <br />lands to lIvold or reduce future floo<:l dllmi!lge. but stili permIt optImum <br />use and development comMensurate with the flood hazard.
