This regulation should include on-site erosion control during new development construction, and require on-site detention for completed development in the basin. Apart from the primary benefit of flood control, several secondary and indirect benefits would result from construction of the proposed improvements. Among them include land enhancement and increased recreation opportunities. The grass-l.ined channel through Reaches 1 and 2 in Adams County would provide a continuous green belt and the maintenance road could double as a hiker/biker/equestrian trail. Through Reach 3, the maintenance road, which parallels the overflow channel and skirts the northern edge of the detention ponds, is congruous with the bikeway system described in the City of Thornton's Comprehensive Plan and could be utilized as such. North of East 112th Avenue, properly constructed subsurface drains would enable the proposed detention facility to be used as a park open space and/or athletic field.
