This regulation should include on-site <br />erosion control during new development construction, and require on-site detention for <br />completed development in the basin. <br /> <br />Apart from the primary benefit of flood control, several secondary and indirect <br />benefits would result from construction of the proposed improvements. Among them <br />include land enhancement and increased recreation opportunities. The grass-l.ined channel <br />through Reaches 1 and 2 in Adams County would provide a continuous green belt and the <br />maintenance road could double as a hiker/biker/equestrian trail. Through Reach 3, the <br />maintenance road, which parallels the overflow channel and skirts the northern edge of <br />the detention ponds, is congruous with the bikeway system described in the City of <br />Thornton's Comprehensive Plan and could be utilized as such.
