<br />e <br /> <br />e <br /> <br />e <br /> <br />Implementa- <br />tion of E.O. <br />12898 <br />Concerning <br />Environmental <br />Justice <br /> <br />Section 8: Environmental Review <br /> <br />Executive Order 12898, "Federal Actions to Address Environmental Justice in Minority <br />Populations and Low-Income Populations," directs each Federal agency to identify <br />and address, as appropriate, disproportionately high and adverse human health or <br />environmental effects of its programs, policies, and activities on minority populations <br />and low-income populations. <br /> <br />The National Environmental Policy Act environmental review process provides a <br />convenient vehicle for fulfilling FEMA's environmental justice responsibilities. <br />Applicants should use public involvement techniques that encourage low-income and <br />minority populations to participate in project planning. The State and FEMA will <br />review the applicant's efforts and the project to ensure low-income and minority <br />populations are not adversely affected by the project. <br /> <br />If the proposed action is deemed to have a disproportionately high and adverse <br />impact, mitigative actions will be incorporated as part of the proposed action. <br /> <br />For example, in the acquisition of residential property to remove structures from a <br />floodplain, such properties sometimes represent the least expensive real estate in the <br />area, and are often more likely to be owned by a lower income population than the <br />homes located above the floodplain. If the State and Regional Directors assess the <br />proposed action and determine that the proposed acquisition would have a <br />disproportionately high and adverse effect on a minority andlor low-income population <br />because replacement housing is scarce, additional relocation assistance might be <br />recommended as a m~igative action.
