Applicants submit proposed projects to the State for <br />thorough review and ranking. States forward project summaries to FEMA for review. <br />Later, FEMA may review a sampling of applications during a joint StateIFEMA program <br />evaluation. <br /> <br />For those States that request it, FEMA continues to offer support in benefit-cost <br />analysis and other areas, as needed. However, States are urged to hire andlor train <br />staff to fully implement and manage the program. <br /> <br />FEMA retains primary responsibility for compliance with the National Environmental <br />Policy Act and other Federal environmental laws and Executive orders. While the <br />applicant and State submit the environmental research and analysis, FEMA approves <br />the environmental decision document. <br /> <br />Instead of submitting full applications to FEMA, the Managing State forwards a project <br />summary containing the following information: <br /> <br />Major disaster number from which mitigation funds will be obligated by FEMA. <br /> <br />A hazard mitigation project number. <br /> <br />FIPS code. <br /> <br />Projecllocation. <br /> <br />U.S. Congressional District (Senators and Representatives). <br /> <br />Applicant name(s) (i.e., Community and POC information). <br />Brief description of the project. <br /> <br />List of alternatives considered (e.g., acquisition, elevation, drainage upgrade). <br /> <br />Total project cost. <br /> <br />Amount requested (Federal share). <br /> <br />Non-Federal cost-share amount and source (e.g., local, State). <br /> <br />Proposed performance period (completion date). <br />Reviews/Results: (See Job Aid 6-5 for State Review Results). <br /> <br />'i' <br /> <br />. Certify that the State has reviewed and determined that this Job Aid 6-5 <br />project is eligible. <br /> <br />. Attach record of environmental review. <br /> <br />.
