These include the offices for the mobile home parks, industrial <br />users like the Delta saw mill and the Delta Sand and Gravel concrete plant, and retail <br />businesses like Gibsons and Delta hnpliment. <br /> <br />There are also a number of vacant or agricultural use properties as well as many <br />public trails, park amenities and the City Living History Museum. <br /> <br />Some of these are properties at risk right on the edge of the floodplain. These <br />include the two RV/mobile home parks right on the river at the Hwy 50 bridge. <br />These properties have flooded in the past. Both have been raised to some extent to <br />take them out of the 100 year floodplain. We also have some prime commercial <br />properties close to the river which would be affected in floods greater than the 100 <br />year levels. <br /> <br />A count of the buildinl!s affected bv f/oodinl! is essential. Windshield surveys or aerial <br />photos can be used to accomplish this task. Any flood damage data for buildings which is <br />available from previous flood events will be helpful to assist in project prioritization. <br /> <br />b. Critical Facilities: <br /> <br />One critical facility at risk in a large flood would be the Hwy 50 bridge. It is <br />the only bridge across the Gunnison for miles. In the past we have had large cottonwoods <br />stuck under the bridge. Should the bridge plug and then fail we would have difficulty in <br />providing emergency fire, police and medical services to the area North of the river. <br /> <br />Loss of the bridge would also mean loss of our ability to provide domestic water to the area <br />north of the bridge. This would leave thousands of people without water and with limited <br />fire protection. <br /> <br />Another critical facility is our waste water treatment plant. In 1984, the plant was <br />surrounded by water and portions of the delivery pipe to the plant were damaged. We <br />continue to try to improve flood protection to keep the plant operating during floods. This <br />plant serves the entire Delta area. Its loss would mean the loss of sanitary facilities for 8 to <br />9 thousand people. <br /> <br />Our other emergency services would only be affected by a massive flood such as a dam <br />break. <br /> <br />c. Natural Areas: <br /> <br />'I <br />I <br />I <br /> <br />The City of Delta has purchased an old industrial site and turned it into an <br />award winning park and natural area. We have generated a noted warm water fishery, a <br />water fowl area and manmade wetlands. There is threat to these facilities in massive floods. <br />
